Full Job Description

You can only apply for this role if you are currently working for Oxford City Council as an employee (including staff who are on secondment to another organisation) or Agency Worker subject to the Agency Workers Directive.
We are looking for an experienced and ambitious Housing Programme Manager to lead a high-profile portfolio of projects that will shape how Oxford responds to housing need and homelessness. This is a rare opportunity to oversee a £32m capital investment programme delivering up to 150 units of temporary accommodation, lead the development of new homelessness hostel provision, and drive major initiatives that improve services, increase housing capacity and deliver long-term value for the Council and residents.
You will work closely with senior leaders, corporate boards and partners across the city and beyond, leading complex programmes from concept to delivery while managing risk, budgets and stakeholder relationships. The role is ideal for someone who combines strategic thinking with strong delivery skills, thrives in a collaborative environment and is motivated by making a visible difference through better housing outcomes. If you are ready to take on a pivotal leadership role in a forward-looking council with ambitious plans for the future, we would love to hear from you.
