Housing Compliance Officer

We're looking for a knowledgeable and proactive Housing Compliance Officer to join Peterborough City Council's Housing Standards team.

This is an important role focused on helping ensure housing across Peterborough is safe, well managed and compliant with relevant legislation. You'll work with landlords, tenants, managing agents and partner organisations to raise standards in the private rented sector and support the Council's wider housing objectives.

Day to day, you will be responsible for investigating complaints, carrying out property inspections, assessing housing conditions and ensuring compliance with housing legislation. You will provide advice and guidance where appropriate, but also take enforcement action when required to protect residents and improve housing standards.

The role offers a varied workload, with opportunities to work independently whilst also collaborating closely with colleagues across Environmental Health, Planning, Community Safety and other services.

Key responsibilities include:

Carrying out inspections of residential properties.

Investigating housing-related complaints and service requests.

Assessing properties using relevant housing legislation and guidance.

Preparing schedules of work, notices and enforcement documentation.

Working with landlords and agents to achieve compliance and improve standards.

Supporting the delivery of licensing, enforcement and housing improvement initiatives.

Maintaining accurate records and case management systems.

Representing the Council professionally when dealing with residents, businesses and partner agencies.

The Housing Standards team is a committed and experienced group dedicated to improving housing conditions across Peterborough. Our work focuses on ensuring residents have access to safe, healthy and well-managed homes, whether through advice, intervention, inspection, licensing or enforcement activity.

The team works across a broad range of housing issues, from tackling poor property conditions and hazards to supporting licensing schemes and addressing rogue landlord activity. We take a pragmatic approach, working with landlords and agents to achieve compliance wherever possible, while being prepared to take robust action when standards fall short.

The Housing Standards Team sits within the Council's Regulatory Services team, alongside Trading Standards, Pollution Control, Licensing and Food & Safety. While each team has its own area of expertise, we work closely together to deliver joined-up services that protect residents, support businesses and improve neighbourhoods across Peterborough.

We're looking for someone who is passionate about housing standards and has the confidence to work with a wide range of people in sometimes challenging situations.

You will be an excellent communicator, capable of building positive relationships whilst also making sound decisions when enforcement action is necessary.

Ideally, you will have:

Experience working within housing regulation, environmental health, compliance, enforcement or a related field.

Knowledge of housing legislation, including the Housing Act and associated regulations.

Experience of inspecting properties and identifying hazards or compliance issues.

Strong investigative and report-writing skills.

The ability to interpret and apply legislation in a practical and proportionate way.

Good organisational skills and the ability to manage a varied caseload.

Confidence using IT systems and maintaining accurate records.

A customer-focused approach and commitment to achieving positive outcomes.

A relevant professional qualification would be advantageous, although equivalent experience will also be considered.
