About the role: Powys County Council manages the largest highway asset in Wales, and we're looking for a motivated professional to join our Highways Policy & Assets team. This role is pivotal in shaping how we manage and maintain our network, ensuring safety, resilience, and efficiency across thousands of miles of roads and associated infrastructure. The position offers a unique opportunity to work across a broad range of responsibilities, from managing structures and pavement condition data to supporting winter service operations and legal matters. This is a varied and challenging role balancing technical expertise with strategic thinking to deliver real impact for our communities.,

  • Manage and support highway structures and geotechnical assets.
  • Coordinate and monitor the highways capital programme.
  • Assist with winter service delivery, including salt management, weather liaison, and route optimisation.
  • Oversee out-of-hours duty officer rota and maintain records.
  • Provide technical advice on highway boundaries and legal matters Contribute to policy development and implementation for highways and winter service. Manage public toilet asset transfers and agreements.
  • Validate and interpret pavement condition data to inform lifecycle planning.
  • Process abnormal load notifications and liaise with operators and Police.
  • Support development of digital systems for planning and performance monitoring.

    About you: You'll be an organised, proactive individual with a strong eye for detail and a passion for public service. Ideally, you have experience in highways, civil engineering, or asset management, and you're comfortable working with data, systems, and legislation. You'll be confident engaging with stakeholders, from contractors to community groups, and able to manage competing priorities in a fast-paced environment. Strong communication skills, problem-solving ability, and a commitment to continuous improvement are essential.
