Health Economist

1. The postholder will contribute to and sometimes lead complex, multi-source analytical projects to feed into commissioning, decision-making, and evaluation 2. They will contribute to and sometimes lead analytical modelling projects with a Health Economics focus 3. Act as the ICB expert on Health Economics and econometrics, developing our understanding of how we cost/value interventions, and understand cost vs. benefit 4. They will conduct high complexity analytics to as part of economic evaluation, such as cost effectiveness analysis, cost-utility analysis, cost-benefit analysis, return on investment, and multi-criteria decision analysis 5. Support the use of STAR allocative methods, appraising evidence, developing costing/value metrics, and training others and required 6. They will apply advanced problem structuring and appropriate statistical methods for example logic modelling and root cause analysis 7. They will work with the Data Science team, using Open-Source coding methods and source control, to deliver complex analytical projects requiring varied skillsets 8. To promote analysis and use of evidence in decision making, ensuring that the work of the team is accessible and perceived as valuable 9. Work autonomously, proactively solving health economic, statistical and analytical problems and challenges as they occur 10. Lead the team in the delivery of project plans as allocated and agreed with the Head of Data Science, identifying risks, issues and dependencies, considering best practice and options, You will be accountable for: 1. Lead the team in the delivery of project plans as allocated and agreed with the Head of Data Science, identifying risks, issues and dependencies, considering best practice and current options and ultimately making decisions in the best interest of the project. 11. Pro-actively manage stakeholders, respond to and resolve conflict when this arises through facilitation or other appropriate mechanisms. 12. To provide technical skills training to other staff, both on a 1:1 basis and in a classroom environment. Skills to include coding languages, health economics and analytical concepts, and interpretation of data. 13. Work in, and promote, modern Open Source data science languages such as Python, R, Julia or other languages. 14. To manage and work as part of a dynamic team to drive the delivery of a range of business initiatives and improvements. 15. To ensure compliance with all confidentiality and governance requirements within the department. 16. The post holder will be required to work on projects across the whole ICB BI team as directed by the Head of Data Scientist.

• Demonstrated capability to plan over short, medium and long-term timeframes and adjust plans and resource requirements accordingly
• Experience of identifying and interpreting National policy
• Experience of researching best practice (globally, private and public sector), interpreting its relevance and processes/ practices which could be implemented successfully to achieve system reform (advising on policy implementation)
• Previously responsible for a budget, involved in budget setting and working knowledge of financial processes
• Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement
• Should have an appreciation of the relationship between the Department of Health, NHSE, ICBs and individual provider and the commissioning organisations
• Working knowledge of Microsoft Office with intermediate keyboard skills
• Needs to have a thorough understanding of and commitment to equality of opportunity and good working relationships both in terms of day-to-day working practices
• Demonstrate an understanding of datasets and data sources including the quality and reliability of the data.
• Experience of triangulating data from different sources and demonstrate an appreciation of the differences that might occur in large datasets.
• Experience of applying techniques from health economics disciplines and specialist analytical disciplines in healthcare settings such as
• economic evaluation CEA, CUA, CBA, BIA, ROI, MCDA, mixed method evaluations, logic modelling, operations research, econometrics
• Experience of using specialist analytical and data management software (e.g., R, Excel for HE models, Stata), Comprehensive experience of project principles techniques and tools such as Prince 2 and Managing Successful Projects, Educated to Masters level or equivalent level of experience of working at a senior level in specialist area
• Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to masters level equivalent
• Evidence of post qualifying and continuing professional development
• Member of relevant professional body, such as AphA, Royal Statistical Society, Operational Research Society or others., Educated to PhD-level or equivalent level of experience of working at a senior level in specialist area, Will act as expert and authority in Health Economics for the ICB. Able to identify engage, and support areas that require Health Economics expertise at all levels in the ICB.
• The postholder will be expected to manage their workload autonomously, Coding skills in R, Python, Julia or other Open Source coding languages.

• Proven ability to conduct economic analyses such as evaluating health care models, and HTA processes
• Working experience in building complex models such as CEA including Markov, PSM, DES and decision trees, CBA, Budget impact analyses
• Experience of alternative decision-making approaches such as MCDA

• Ability to analyse complex facts and situations and develop a range of options
