Head of Urgent Care

Reporting to the Assistant Director of Urgent Care, the postholder will provide senior leadership across urgent care commissioning for the cluster; key responsibilities will include but not limited to -

• Leading the strategic development and delivery of urgent care programmes across the cluster
• Working seamlessly with the ICB hosted regional iUEC team (Commissioning leads for West Midlands Emergency Ambulance and NHS 111)
• Leading key Urgent Care service commissioning for the cluster including GP Out of Hours, Urgent Treatment Centres (UTCs) and associated services
• Driving performance improvement and ensuring delivery against national and local operational standards
• Leading complex programmes across matrix teams and partner organisations
• Developing strong relationships with providers, NHS England regional teams and partner ICB commissioning leads
• Supporting robust programme management, governance and reporting arrangements
• Representing the ICB at regional and national forums, conferences and stakeholder events
Line manage and develop a high-performing urgent care team, fostering a culture of innovation, collaboration and continuous improvement. The postholder will also contribute to the ICBs value-based approach, supporting equitable and effective use of resources to improve population health outcomes., The post holder will lead the Directorate and the team to ensure that work stream and programmes are planned and carried out effectively. The post holder will lead the provision of an efficient, effective, and high quality professional and well-co-ordinated procurement and contract management service capable of meeting all statutory, regulatory and NHS requirements ensuring alignment with the activity of the organisation. The post holder will act on behalf of the ICB as host commissioner for the GP Out of hours services, Urgent Treatment Centres and 111 services managing the commissioning and management functions delegated and funded by partner ICBs. This includes providing system leadership, assurance and coordination across multiple commissioning organisations, while maintaining clear accountability to the host ICB and contributing ICBs. The post holder will be accountable for - 1. Leading the commissioning and management of GP Out of hours services, Urgent Treatment Centres and associated services on behalf of the Cluster 2. Acting as the primary commissioning interface with the providers, ensuring delivery against contractual, quality, performance and financial requirements 3. Coordinating contributions from partner ICBs and providing assurance on contract performance, risks and mitigations 4. Managing the governance, reporting and escalation arrangements required for a multi-ICB commissioned service 5. Supporting system-wide planning, resilience and transformation requirements relating to GP Out of hours services, Urgent Treatment Centres and 111 services, in line with national policy and planning guidance,
• Provide and receive highly complex, sensitive and contentious information, negotiate with senior stakeholders on difficult and controversial issues, and present highly complex and sensitive information to large and influential groups
• Persuade board and senior managers of the respective merits of different options, innovation and new market opportunities
• Negotiate on difficult and highly complex and detailed issues
  
  Plans and organises a broad range of highly complex activities, formulating and adjusting plans to reflect changing circumstances.
• Inputs to strategic plans across NHS and within the specific team

• Must have an understanding of the background to and aims of current healthcare policy in Black Country, Birmingham and Solihull and appreciate the implications of this on engagement
• Should have an appreciation of the relationship between the Department of Health and Social Care, NHSE and individual provider and the commissioning organisations
• Working knowledge of Microsoft Office with intermediate keyboard skills, Problem solving skills and ability to respond to sudden unexpected demands
