Full Job Description

The Head of Science and Technology (S&T) Integration is a senior role reporting to the Chief Scientific Officer (CSO). The role will provide vital strategic direction in emerging research and innovation uptake and operational embedding once these assets are delivered by the CT Research Lab (CTRL). The role will engage with: (a) CTP stakeholders to identify S&T requirements as well as enablers and blockages in the uptake of research and innovation deliverables, (b) policing and national security partners to ensure activities are informed by previous work and align with existing and future initiatives and (c) industry and academia to ensure research and innovation activities undertaken are fit for purpose and have a well thought delivery and uptake route. The requirement arises from a requirement across the wider national security ecosystem, of a leading role in the operational uptake of both targeted and blue skies scientific research and innovation. The post holder will be tasked with developing honed innovation pathways that will ensure we exploit the full potential of new knowledge and emerging technology we deliver. The role will deputise for the CSO on R&D issues and will work with the CT Research laboratory team, and our Analysis and Data team members to ensure that CTP has the right research and technology approach to realise our aspirations in the use of scientific capability towards targeted operational innovation. - Job Purpose: Counter-Terrorism Policing is revolutionising the way it uses data, analysis and technology. We have established new strategies for Data & Analysis and for Information & Communications Technology. We are now creating this new Head of Research role to establish our wider research and innovation strategy and to set the direction for future development within the wider NS ecosystem. The role will be responsible for setting direction and strategy for CTP R&D S&T Integration, with a clear implementation plan, performance metrics and governance structures. The role will work with the Chief Scientific Officer in building robust avenues of technology uptake within CTPHQ and across the CTP network. - Key Tasks: - The post holder will be required to do the following:

  • Develop pathways and procedures that will promote strategic uptake of R&D deliverables. Make strategic decisions on the deployment and embedding of innovation output in CTP capabilities. Develop and execute a full innovation-to-deployment strategy within CTP Co-create and implement a CTP R&D innovation strategy Work with CSO in building a central CTP Research and Innovation team Evaluate and harness national and international capability for cutting-edge applied innovation Work with other CTRL Heads and their staff to deliver day-to-day outputs from current and developing research projects Establish strategic coordination of CTP research activities with UKIC and policing

    Proven ability to lead cross-functional teams, ideally gained within a large government organisation or industrial entity. A proven record of building, motivating and leading high performance teams against a complex and challenging corporate agenda delivering quality outcomes to meet strategic objectives The ability to balance risk and innovation in trialling new ideas or translating insights into actions. Experience in developing business cases and managing the approvals by governance boards. Knowledge of product management and how to embed a product approach in teams and organisations. Experience of using influencing, negotiating and persuasion skills in collaborating, with a track record of delivering change and exceptional customer service through others. Ability to respond flexibly to change and ambiguity, being confident in operating in both strategic and operational environments
