Full Job Description
We are seeking an experienced and highly motivated Head of Property to lead the property and asset management of NHS and commercial estates owned and leased by the Trust. Berkshire Healthcare provides vital community and mental health services across the county, and in this role, you will play a key part in ensuring our estate supports high-quality patient care. You will oversee andbe responsible fora broad range of property duties, including landlord and tenant negotiations such as rent reviews and lease renewals, managing property acquisitions and disposals, supporting budget processes, and administering service charges. You will also manage the granting of licences and leases to third-party occupiers. Alongside day-to-day property management, you will supervise annual portfolio valuations and coordinate rating appeals with external advisors. You will support the delivery of the Trust's estate strategy and will require strong communication and negotiation skills to effectively engage with a wide range of stakeholders, including healthcare occupiers, property owners, and other NHS partners., Provide strategic and operational property advice across the BHFT estate, covering asset management, acquisitions, disposals, and valuations. Support cost control and efficiency by identifying opportunities to optimise estate utilisation across owned and leased properties. Deliver a comprehensive day-to-day property management service, including income generation (c. £3.7m), rent reviews, lease and licence renewals, dilapidations, and buildings insurance. Appoint and manage external agents, consultants, and legal advisors, ensuring effective performance and control of professional fees. Lead the annual 31 March portfolio valuation process (freehold and leasehold improvements) in line with RICS Red Book standards, coordinating timely delivery with external valuers and the Finance team. Advise Finance on lease arrangements under IFRS16 and capitalisation of works. Support the preparation and monitoring of property budgets, ensuring assumptions are robust and income/expenditure targets are met, including project cost estimates. Lead on specialist property matters, developing business cases aligned with Trust and NHS guidelines, and recommending policy improvements. Build strong relationships with key stakeholders including NHS Property Services, ICBs, NHS England, CSUs, local authorities, and the District Valuer. Provide commercial insight to drive value for money, including strategic asset management initiatives and scenario/feasibility planning for BHFT and system partners.
We are looking for a qualified Chartered Surveyor with significant post-qualification experience in property and asset management. Previous NHS experience is not not essential however experience managing properties in a similarly complex environment would be desirable.
