Full Job Description
Shape Governance. Strengthen Assurance. Lead with Impact. North Lincolnshire Council is seeking an exceptional Head of Internal Audit to provide strategic leadership across our assurance, governance and insurance functions. This is a pivotal role reporting directly to the Chief Finance Officer (S151), with influence across the entire organisation and partnership landscape. You will play a critical role in ensuring strong governance, enhancing organisational resilience, and supporting the delivery of our ambitious Council Plan., As Head of Internal Audit, you will:
- Provide strategic leadership of Internal Audit Services, including shared service arrangements
- Lead the development and delivery of a risk-based internal audit strategy aligned to corporate priorities and financial sustainability
- Act as a trusted advisor to the S151 Officer, senior leadership and Members on governance, assurance and insurance
- Champion best practice in risk management, internal control, and corporate governance
- Oversee key frameworks including:
- Internal Audit Strategy and planning
- Annual Governance Statement
- Fraud prevention and detection arrangements
- Insurance arrangements
- Drive a culture of continuous improvement, accountability and high performance
- Deputise for the Chief Finance Officer on audit, fraud and insurance matters where required This is a highly visible leadership role with regular engagement across Senior Leadership Team, Members, external audit, government bodies and key partners.
- A CCAB (or equivalent) professional accountancy qualification
- A strong track record of leading assurance, audit or financial governance functions in a complex organisation
- Experience of local government or a similarly regulated environment
- Deep understanding of risk management, governance frameworks and statutory requirements
- The ability to influence at senior level, providing clear, credible and practical advice
- A leadership style that empowers teams, develops talent and drives outcomes
