Full Job Description
Carlisle Support Services is looking for a Head of HSQE for 3 months FTC, who will be responsible for providing strategic leadership and promoting best practice across the organisation. The role leads the development, implementation and continual improvement of the integrated management system, ensuring policies, procedures and guidance are consistently applied. The post holder is accountable for maintaining the organisation's external accreditations, where applicable. The role provides strategic advice and performance reporting to the HSQE Director, leads external audits and improvement projects, and manages Employer's Liability (EL) and Public Liability (PL) claims in conjunction with the organisation's insurance brokers, including supporting annual insurance renewals. Your core role will include but not be limited to the following activities:
- Review, Manage and ensure organisations HSQE & other department Policies are compliant and up to date and devise HSQE policies and procedures where necessary.
- Provide independent advice and technical information where appropriate to Directors and managers to enable the organisation to discharge its statutory, common law and moral obligations, keeping staff and managers abreast of changes in legislation and codes of practice and probable impacts on business and services.
- Provide specialist advice and support to all managers and contractors with regard to HSQE matters, ensuring that issues of non-compliance with legislation and/or statutory responsibilities are highlighted and addressed as appropriate.
- Collaborate with multi stakeholders, deliver results and anticipate and identify relevant issues which may arise from the continuously evolving business strategy.
- Enhanced the approach by which, HSQE is managed and governed by, assessing the risk to employees, customers and others who could be affected by the activities.
- Liaise with and promote good relations with HSQE & Compliance related external agencies and or industry associations.
- Propose, implement and monitor measures necessary to comply with Compliance, Quality Standards, Health, Safety and Environmental legislation and Codes of Practice.
- Ensure HSQE & Compliance accreditation audits both internally and externally are being conducted yearly, ensure any corrective actions are implemented where required.
- Ensure the dissemination of all HSQE information and material where required.
- Respond to all requests for HSQE advise/guidance/information wherever appropriate and liaise between management and staff on all matters of HSQE to ensure consistent application and understanding of policies and procedures.
- Collate HSQE Managers reports as per timetable and combine for a HSQE Director monthly report.
- Analysis of relevant reports, identifying incident trends and making recommendations where appropriate.
- Act as a focal point of contact with the authorities and clients to ensure the operation is up to date with regard to relevant HSQE issues.
- Ensure all Incidents, accidents and dangerous occurrences reporting/investigation procedures exist and are implemented, that appropriate reporting of all such incidents takes place and that any shortcomings in the procedure are brought to the attention of managers.
- Manage all HSQE Managers and Administrator to ensure compliance across all operations.
- Liaise and work with business insurance brokers on all maters on EL & PL claims and reserves, ensuring early closure.
NEBOSH in Health & Safety - IEMA Foundation Certification for Environmental Management
- Experience in managing a ISO 9001 Quality Management System, 14001 Environmental Systems, 45001 Health & Safety Management Systems, ACS compliance and RISQ compliance.
- Ability to advise senior members & client on Health, Safety, Quality, Environment matters.
- Experience in setting policies across the organisation in Health, Safety, Quality, Environment & maters.
- Ability to collect and analyse information, digest facts / figures.
- Excellent negotiation and problem-solving skills that swiftly identifies the root of any problem and develops an effective solution.
- Proven ability to manage and complete projects to the highest of standards, with meticulous attention to detail and within agreed deadlines.
- Ability to Manage EL and PL claims and liaising with Insurance brokers.
