Full Job Description

This is a key role within the Estates and Facilities function, responsible for ensuring that complex Hard FM services are delivered safely, effectively and in line with contractual, statutory and mandatory obligations. The post holder will provide assurance to the Trust through robust performance monitoring, contract review, technical scrutiny and quality management, ensuring that services support a safe, efficient and high-quality healthcare environment for patients, visitors and staff., The successful candidate will lead the performance and quality management of Hard FM services across the Trust's PFI portfolio, working closely with service providers, Trust colleagues and senior stakeholders to maintain contract compliance, value for money, service continuity and continuous improvement. You will act as an intelligent customer for the Trust, interpreting complex contract information, performance data, lifecycle requirements and service quality evidence to identify risks, challenge underperformance and support informed decision-making. You will also play a central role in developing strong governance, reporting and assurance arrangements, including the monitoring of planned preventative maintenance, service failures, payment mechanisms, audit outcomes and improvement actions., The postholder will have access to vulnerable people in the course of their normal duties and as such this post is subject to the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975 (Amendment) (England and Wales) Order 2020 and as such it will be necessary for a submission for Disclosure to be made to the Disclosure and Barring Service to check for any previous criminal convictions.

Oxford University Hospitals NHS Foundation Trust is seeking an experienced and highly motivated Head of Hard FM Performance and Quality to provide senior leadership across the Hard Facilities Management elements of the Trust's PFI contract portfolio.,

  • Masters level qualification or equivalent experience in a relevant field
  • BSc Engineering or HND in an engineering discipline, with a highly developed specialist knowledge of engineering systems
  • Recognised experience with in-depth PFI facilities management, and contracting knowledge
  • Desirable criteria
  • Formal management qualification or equivalent experience, Previous experience of complex contract management across multiple sites
  • Experience of quality management in a highly regulated environment
  • Operational experience including compliance both contractual and at a service delivery level
  • Experience and knowledge of PFI contracts/service provision
