Full Job Description
Lincolnshire County Council is looking for an experienced senior facilities management leader to shape and lead the future of facilities and workspace management across our significant property portfolio. This is a senior, visible role with the opportunity to influence how our buildings, workplaces and property services support the delivery of vital public services across Lincolnshire. As Head of Facilities and Workspace Management, you will lead a service that keeps our property assets safe, compliant, well-managed and fit for occupation. You will also play a key role in developing our Corporate Landlord approach, helping the Council make best use of its estate and supporting services to deliver for residents, communities and businesses. About the role You will take strategic responsibility for facilities and workspace management across the Council's property portfolio. This includes statutory compliance, condition surveys, repairs and maintenance, and the development of a workspace management model for office accommodation. You will act as the senior client for commissioned hard and soft facilities management services, working through an outsourced property contract and developing an intelligent client approach that supports effective service delivery, continuous improvement and value for money. The role includes responsibility for planned maintenance programmes of up to £8 million capital per year, alongside revenue budgets of £5 million to £6 million for day-to-day facilities management activity, including reactive maintenance and cleaning. You will also:
- Lead teams to ensure safe, compliant and effective property management
- Act as the "Responsible Person" for fire safety under the Regulatory Reform (Fire Safety) Order 2005
- Oversee delegated contract management responsibilities under NEC FM contract arrangements
- Develop strategies to manage property-related health and safety risks
- Support business continuity and incident management arrangements for Corporate Property
- Further develop and embed Corporate Landlord principles across the organisation
- Lead service improvement, performance, succession planning and professional development
- Work with senior stakeholders, councillors and leaders, including deputising for the Assistant Director - Corporate Property when required, We have embraced new ways of working and hybrid working will be a feature of this role. You will be given a nominated contractual work base and you will be required to commute to this work base when necessary. Working arrangements regarding hybrid working will be discussed as part of the appointment process. - Degree-level education, or equivalent substantial senior-level facilities management experience
- Strong working knowledge of NEC FM contracts
- Experience leading high-performing teams
- Knowledge of statutory compliance, repairs, maintenance and risk management
- Experience influencing senior stakeholders and managing change
- Political awareness, sound judgement and strong negotiation skills
- The ability to motivate, develop and inspire others Membership of the Institute of Workplace and Facilities Management is desirable, as is experience managing complex property contracts to maximise value.
We are looking for a credible and experienced facilities management leader who can operate confidently in a large, complex organisation. You will bring strong knowledge of facilities management, including statutory compliance, repairs and maintenance, together with senior-level experience of NEC FM contracts. You will also be comfortable managing change, influencing organisational culture and working collaboratively with senior stakeholders. You will be able to combine strong commercial judgement with public service values, professional integrity and a one-team approach. You will need:
