Together, Campus Experience and Infrastructure and Estates Development (CE&I and ED) is responsible for managing all aspects of the UCL Estate from the strategic to the operational, including property asset management, master-planning, capital projects and seamless end to end operational support. The function comprises approximately 350 FM and property professionals, project managers and customer facing operational colleagues. This key activity supports the student and campus experience for our 46,000 students and 13,000 staff across our sites. From providing student accommodation, security and catering, to delivering an estates masterplan and all forms of capital projects in a sustainable manner. About the role The Head of Delivery will set and lead the delivery culture and standards of the Capital Programme's construction projects in delivery. With oversight from supplier selection through pre-construction, construction to handing over to operations and academic occupation, the Head of Delivery will set and lead the delivery standard for capital programme works on behalf of UCL to objectively; · Deliver a safe and respectful working environment for the workforce and work site adjacencies seeking industry leading-best practice in delivery. · Establish a high-quality interface with public realm focused on respecting and not interrupting a high-quality campus experience. · Ensure rigorous regulatory compliance for the works in delivery, setting the standard for how works are inspected and by whom. · Set a delivery model and standard for delivering world-class quality. · Ensure a seamless handover to operational and academic occupants, leading culture of engagement with operational colleagues and end users in the project delivery model. · Oversee project reporting to ensure rigorous command of works in delivery from a programmatic and resourcing lens, setting the standard for how we monitor and report on construction works in progress. · Oversee HSE reporting and near-miss and incident investigation, ensure robust and measured responses are actioned within the works in progress and lessons learned cascaded across the programme in delivery. · Ensure works in delivery meet existing UCL Standards and working closely with the UCL Health and Safety, Engineering and Operations teams to highlight if/where UCL standards do not delivery construction industry best practice and conceive pathways to agree and close any gaps. The Head of Delivery will work with all respective Capital Programme Assistant Directors and UPOs, who will retain ultimate responsibility for their projects in delivery The Head of Delivery will assess skills gaps within the Capital Programme team and work will propose relevant training to close any skills gaps. About you With a focus is on delivery assurance and how we put people to work to deliver world-class places and spaces, the Head of Delivery will work with Capital Programme leadership team, the SLT and the Health and Safety and Operations team to set and define the aspired delivery culture for the programme and will review and drive enhancement in existing ways of working. Key considerations will include; · Safety Culture and Project delivery leadership behaviours · Roles and Responsibilities of our UPOs and PMOs in regard to health and safety and project delivery assurance · Competency assessment and training/coaching to raise qualitive performance and confidence across programme · Pre-Start checklists and establishing methods to assure project set up. · Quality of our CPPs and RAMS · Training, review standards. · Quality of our site safety inspections. · Raising and closing out inspection and audit actions. · Monitoring and reporting progress on site. · Incidence response and reporting. · Quality of our monitoring and reporting. · Quality of how we put people to work daily/ · Site set-up standards. · Welfare arrangements · Logistics arrangements · Interfaces with live academic spaces · Communications with stakeholders and project environment neighbourhood
