Full Job Description
The Head of Business Integration & Governance is a leadership role responsible for enabling the Managing Director, Chief Operations Officer, and LCST Senior Leadership Team to operate at maximum effectiveness. The role ensures business alignment, operational discipline, governance coherence, and engagement across the LCST Programme. Acting as an integrator and operational anchor point, the Head of Business Integration & Governance reports performance and ensures delivery of LCST's contractual commitments. Duties and Responsibilities: 1. Programme Delivery & Priority Management:
- Support the Managing Director and Chief Operating Officer in coordinating delivery priorities, operational activities, and programme objectives
- Monitor progress against key deliverables, identifying risks, issues, dependencies, and required interventions
- Coordinate cross-functional activities to ensure timely execution of programme commitments
- Support the Chief Operating Officer in prioritising and sequencing activities across all LCST directorates 2. Collaboration & Operational Coordination:
- Work closely with the Chief Operating Officer and Senior Leadership Team to maintain alignment across daily, weekly, and monthly operational activities.
- Act as deputy for the Chief Operating Officer as required, ensuring continuity of decision-making and programme leadership
- Lead and coordinate priority initiatives and business improvement activities as directed by the Managing Director or Chief Operating Officer
- Track and expedite critical actions and decisions requiring senior leadership attention 3. Governance, Assurance & Business Management:
- Lead the Governance Team and Managing Director's Office, ensuring efficient delivery of governance and business management activities
- Manage the planning, preparation and coordination of internal and external governance reviews
- Produce and coordinate high-quality briefing packs, presentations, reports and papers for executive, customer and governance forums
- Track governance actions, decisions and commitments, ensuring timely completion and reporting
- Maintain governance processes, reporting mechanisms and management information to support programme delivery
- Support the Executive Assistant in managing the Managing Director's and governance calendars, priorities and engagements 4. Performance Reporting & Operational Insight:
- Analyse operational performance data, dashboards and KPIs to identify emerging trends, risks and issues
- Facilitate performance reviews and deep-dive investigations with subject matter experts to support issue resolution
- Develop concise management reports and executive summaries to support leadership decision-making
- Monitor performance improvement actions and report progress to senior leadership forums 5. Stakeholder Management & Engagement:
- Maintain effective working relationships with Authority customers, Leidos leadership teams and key programme stakeholders
- Coordinate customer engagements, senior leadership meetings, governance reviews and site visits
- Support communication and engagement activities across the LCST programme
- Act as a key liaison between directorates to facilitate collaboration and issue resolution 6. Operational Management & Continuous Improvement:
- Coordinate operational improvement initiatives across Emersons Green and Bicester sites
- Review and improve business processes, working practices and reporting mechanisms to enhance efficiency and effectiveness
- Support organisational change activities and implementation of operational improvements
- Promote collaboration, accountability and effective ways of working across the programme 7. Resource & Workforce Planning:
- Lead workforce planning activities across the LCST programme, balancing resource demand and supply across directorates
- Work with Directorate Leads, HR and Programme Controls teams to maintain workforce forecasts and resource plans
- Monitor workforce requirements against programme demand, operational priorities and contractual commitments
- Ensure alignment between workforce plans, the Integrated Master Schedule, Team Builder and resource tracking tools
- Produce workforce reports and insights to support leadership decision-making
Strong understanding of LCST programme delivery, governance and customer operations - Proven experience supporting senior leaders within complex and fast-paced environments
- Experience in governance coordination, business management, operational planning and performance reporting
- Strong analytical skills with the ability to interpret data and provide actionable insight
- Excellent written and verbal communication skills, including preparation of executive-level reports and presentations
- Strong stakeholder management and influencing skills across multiple organisational levels
- Highly organised, proactive and capable of managing competing priorities and deadlines Skills Desired :
- Experience working with the Ministry of Defence, defence logistics or large-scale operational programmes
- Knowledge of governance frameworks, audit processes and compliance environments
- Project or Programme Management qualifications (APM, PRINCE2, MSP or equivalent)
- Experience applying Lean, Six Sigma or other continuous improvement methodologies
- Experience using programme controls, resource planning or workforce management tools
