Full Job Description
We're making a difference: Together, we can ensure that there is enough water for everyone, now and in the future., Portsmouth Water are pleased to have an opening for an Emergency and Planning Manager to join the team. As the Emergency and Planning Manager at Portsmouth Water, you will be responsible for ensuring the organisation is prepared to protect public health, maintain water services, and meet expectations before, during, and after major incidents. In this role, you will work closely with internal stakeholders to plan, test, train, coordinate and support emergency response arrangements. You will be responsible for ensuring Portsmouth Water can effectively protect its people, customers and critical services if an incident occurs., Partner with the Security & Emergency Planning Manager to develop, implement and improve emergency planning and business continuity arrangements, ensuring resilience and regulatory compliance (including SEMD 2022).
- Lead risk-based emergency planning aligned to business strategy, embedding clear objectives across stakeholders.
- Develop and maintain emergency response plans, procedures and logistics (e.g. Alternate water supply), ensuring they are current, practical, scalable and consider incident scale and vulnerable customers.
- Identify and assess risks, hazards and threats, applying proportionate mitigation measures with stakeholders.
- Manage relationships with regulators, suppliers and multi-agency partners, supporting joint planning, supplier readiness and continuous improvement.
- Lead emergency planning projects and improvement programmes, providing assurance on delivery and effectiveness.
- Deliver training, exercises and testing programmes to validate plans, capture lessons and track improvements.
- Support incident response (including on-call), mobilisation, investigations, post-incident reviews and reporting.
- Monitor and improve preparedness and response capability, ensuring arrangements are tested, effective and compliant.
- Ensure Health & Safety compliance through safe working practices, risk assessments, mandatory training and adherence to company values.
Experience in emergency planning, resilience, incident management or business continuity, preferably within a utilities, infrastructure or a regulated environment
- Practical understanding of incident command structures
- Experience developing, maintaining or supporting emergency response plans and procedures
- Experience of supporting live incidents, exercises or emergency responses in an operational environment
- Understanding of risks relevant to water operations, including loss of supply, water quality incidents, asset failure and severe weather
- Strong planning and organisational skills, with the ability to manage multiple activities and priorities
- Ability to analyse risk, assess impacts and identify proportionate mitigations
- Competence in designing and delivering exercises and workshops
- Clear and confident written and verbal communication, including briefing senior managers and producing plans, reports and post incident reviews
- Ability to work effectively under pressure during incidents, with sound judgement and attention to detail
- Strong stakeholder engagement skills, able to work collaboratively with operational teams and external partners
- Ability to obtain a UK National Security Vetting standard of Security Check (SC)
- Willingness to participate on an on-call or incident response rota as required
- Ability to travel to operational sites and partner locations when necessary (must hold a Full UK Manual driving licence)
Desirable
- Experience working in the water industry or other regulated critical-infrastructure sector
- Knowledge of regulatory frameworks relevant to water utilities (e.g. DWI, OfWat, Environment Agency Interface)
- Experience working with Local Resilience Forums (LRFs) or multi-agency partners
- Exposure to security and emergency planning requirements within utilities, local government or regulated body, Disability Confident
