Full Job Description
As the principal operational lead for your designated hospital sites, the post holder hold strategic accountability for the successful operational delivery, cultural adoption, and optimisation of the Electronic Patient Record (EPR) programme. Operating with a high degree of autonomy, the post holder is the definitive link between the EPR Programme and site operations, responsible for translating programme intent into safe, effective and financially sustainable delivery. Accountable for shaping future-state clinical pathways, embedding digital ways of working and driving enterprise-wide digital transformation across multiple services and care settings. The post holder will hold budgetary responsibility for site-level EPR delivery, acting as the named operational budget holder for EPR-related capital and revenue expenditure within their designated sites. This includes responsibility for financial planning, forecasting, cost control, benefits realisation and ensuring delivery within agreed financial envelopes, in line with the Trust's Standing Financial Instructions and EPR Full Business Case. The role carries a high level of ownership for building, delivering and realising the benefits of the EPR Programme, with personal accountability for ensuring that EPR investment delivers measurable improvements in patient care, operational efficiency, workforce productivity and financial performance., Strategic Leadership & Governance (Freedom to Act)
- Act as the senior, authoritative "face of EPR" for your designated sites, holding delegated decision-making authority at executive-level forums, including the EPR Programme Board and the Clinical Review and Assurance Group (CRAG) and site Hospital Management Boards (HMB). Transformation & Policy Development (Service Development)
- Lead the design, standardisation, and assurance of new, cross-divisional Standard Operating Procedures (SOPs), ensuring future-state processes are clinically safe, achievable, and strictly aligned with the programme's build specifications. Operational Readiness & Change Management

The role carries a high level of ownership for building, delivering and realising the benefits of the EPR Programme, with personal accountability for ensuring that EPR investment delivers measurable improvements in patient care, operational efficiency, workforce productivity and financial performance. The post holder will provide a highly visible and authoritative leadership presence, acting as the ultimate Responsible Officer for site-level EPR go-live readiness and approval, assuring that clinical safety, operational stability, workforce readiness and financial controls are fully in place prior to implementation. The post holder will answer to Trust Boards and Executive-led governance forums, providing clear assurance on progress, risk, financial position and delivery confidence, and will be accountable for the overall success of the EPR Programme at site level, including post-go-live stabilisation and optimisation as (EPR) as one of UHLG's transformational priorities. As a senior Band 8C operational leader, the post holder will exercise significant influence across clinical, corporate and operational leadership, managing large-scale complexity, financial risk and transformational change to ensure that EPR delivery is safe, affordable, sustainable and aligned to Trust strategy.
- Degree level or equivalent extensive experience
- Management qualification, MBA or equivalent extensive experience, Demonstrable experience at a senior level in healthcare delivery, with responsibility for operational delivery including clinical quality, people management, budget responsibility and successful delivery of performance targets within strict financial controls., Understanding and appreciation of diversity
- Key issues and pace of change facing the NHS nationally and locally, assess and describe impact on services
- Principles and impact of the NHS Constitution
- Knowledge and understanding of computerised financial, management, budgetary management and workforce information systems Desirable criteria
