Digital Projects Manager

The Oxford University Hospitals (OUH) digital programme is a key enabler of the Trust's strategic objectives and digital vision. The Senior Project Manager will be responsible for the successful delivery of large, complex projects agreed through the annual planning process, working with resources assigned and governed through the Programme Management Group. The post holder will also be expected to provide line or matrix management to a small team within the digital programme and demonstrate the capability to lead, coordinate, and support multi-disciplinary teams in a complex, digitally enabled healthcare environment., Lead the development, assessment, prioritisation, planning and delivery of complex, large-scale digital and EPR projects. Take full responsibility for project initiation, governance, execution, monitoring, risk management and successful closure. Manage project scope, resources, budgets, timescales and quality standards to achieve agreed outcomes. Operate effective change control processes and secure sponsor approval for project changes. Monitor project performance, expenditure, risks and benefits, taking corrective action where required. Provide accurate and timely reporting to senior stakeholders and governance groups., · Develop, assess and prioritise project proposals which may be complex and large scale. Take responsibility for the definition, documentation and safe execution of one or more significant projects, actively participating in all phases of the project. Manage agreed projects in line with agreed roles and responsibilities to meet specified objectives. Identify, assess and manage risks to the success of the project. · Effectively estimate costs, timescales and resource requirements for the successful delivery of the project(s) to an agreed scope. · Ensure that realistic project and quality plans are prepared and maintained and all activities tracked against the plan, providing regular and accurate reports to senior management, and client/user management as appropriate. · Monitor costs, timescales and resources used, taking action where these deviate from agreed tolerances. Ensure that delivered systems are implemented within these criteria. · Manage the project and deliverable change control procedure with the Programme Management Office, gaining agreement for revisions to the project(s) from project sponsors. · Provides effective leadership to the project team ensuring that team members are motivated and that their skills are developed. Allocate and monitor work as appropriate. Actively represent the project team, ensuring that effective relationships are built and maintained with the business community. · Ensure that own projects are formally closed and, where appropriate, subsequently reviewed, and that lessons learned are captured and actioned. Produce appropriate documentation to support these processes. · Evaluate and make recommendations/decisions on technical and business options as appropriate. · Investigate and describe current business processes; identify the organisational structure undertaking and supporting the business activities. · Identify cultural, organisational and business constraints affecting options for change. · Establish an understanding of business aims and develop alternative processes to achieve them. · Communicate a range of complex and sometimes controversial or sensitive issues relating to the EPR to staff from all levels within the organisation and with non-NHS individuals such as patients, relatives or supplier peers in an appropriate manner. · Represent the Digital Programme Team at meetings locally and nationally as appropriate, convening local decision-making teams or formal communication processes as necessary to enable views to be collated. · Facilitate workshops, interviews and meetings with the key staff in the patient management process throughout the Trust. · Supervise, co-ordinate or direct a team of staff within a project environment, allocating and monitoring work as appropriate. · Train or brief staff in areas of expertise.

• Relevant degree or minimum of 3 years' experience of project management of digital enabled solution and benefits delivery
• Specialist knowledge and considerable in-depth experience of project managing EPR/digital design, test, delivery, and adoption of clinical and administrative solutions, particularly in complex projects involving digital related change within the NHS.
• Prince2 Practitioner or PRAXIS qualification or another professional equivalent.
• Specialist theoretical knowledge and expertise relating to all project processes required in delivering core digital clinical and administrative solutions including NHS processes and procedures, design, test, and adoption, and post implementation evaluation
