We are working closely with local authority in Shropshire to assist with the appointment of a Developing Highways Manager, on a 4.5-months contract, highly likely to be extended at clients discretion. Please apply with your CV for immediate consideration., The Developing Highways Manager - Planning will lead the delivery of highways development control and planning-related highway functions, supporting economic growth while protecting and enhancing the local highway network. The post holder will provide specialist technical leadership and professional highways advice in relation to planning applications, new developments, and infrastructure proposals, ensuring that highway interests are represented effectively across the planning process.,

  • Lead and manage highways development control functions to support new development while protecting the integrity and performance of the highway network.
  • Ensure highway development activities support economic growth, sustainable communities, and wider council objectives
  • Provide specialist professional advice on highways development control matters to ensure compliance with council objectives, legislation, and planning policy.
  • Respond to enquiries, complaints, Freedom of Information requests, and correspondence from elected representatives and stakeholders professionally and effectively.
  • Manage highways development control budgets and maximise opportunities for cost recovery and income generation associated with highways agreements and services.
  • Ensure effective contract management, performance monitoring, and escalation of risks or early warnings where required.

    Degree or equivalent qualification in Civil Engineering, Highway Engineering, Transport Planning, Planning, Infrastructure Management, or a related discipline., Significant experience in highways development, highways planning, or development control within a local authority or related environment.
  • Proven experience responding to planning applications on behalf of a Local Highway Authority.
  • Experience managing highway development agreements including Section 38, Section 278, and Section 106 agreements.
  • Knowledge of highways legislation, planning policy, development control, and highway agreements (Section 38, Section 106, Section 278) is essential.
