Deputy Head of Supply Chain Operations

This is a senior operational leadership role within the Procurement and Supply Chain (P&SC) Directorate, reporting to the Head of Supply Chain Operations. A Deputy Head of Supply Chain Operations has been in post for a number of years, this post will work alongside the existing post-holder with specific responsibilities for Supply Chain Operations on two OUH Sites. The post holder will support the Head of Supply Chain Operations as required and will manage complex, multi-site service in a fast-paced and unpredictable environment, requiring sustained concentration, sound judgement and the ability to respond proactively to changing prioritiesMain duties of the job The post holder is a key member of the Supply Chain Management (SCM) function and is responsible for the operational leadership and performance management of the end-to-end supply chain service across 4 large hospital sites. Strategic and Operational Leadership · Lead and manage the end-to-end supply chain operations across all OUH sites, ensuring safe, effective and efficient service delivery. · Deputise for the Head of Supply Chain Operations, representing the service at internal and external forums as required. · Deputise and provide cover for the other Deputy Head of Supply Chain Operations. · Develop and implement operational plans aligned to Trust and Directorate strategic objectives. · Ensure continuity of supply and service resilience, proactively managing risks and disruptions. · Contribute to strategic development of supply chain services, including innovation, digitisation and sustainability initiatives., · Hold full line management responsibility for R&D and Materials Management teams across multiple sites. · Lead on workforce strategy, including establishment control, recruitment planning and organisational design. · Manage complex employee relations cases (e.g. disciplinary, grievance, capability), working in close partnership with HR to ensure compliance with NHS policies and employment law. · Oversee performance management frameworks, ensuring staff are supported, developed and held accountable for delivery. · Lead on absence management, ensuring robust application of Trust policies and proactive intervention. · Foster an inclusive, high-performing culture aligned with Trust values. · Ensure effective succession planning, talent development and workforce sustainability. Financial and Governance Responsibilities · Ensure compliance with Trust Standing Financial Instructions (SFIs), procurement regulations and audit requirements. · Authorise operational expenditure, requisitions and supply chain transactions within delegated limits. · Work collaboratively with Procurement teams to support contract implementation and value for money. · Monitor service performance, KPIs and financial metrics, taking corrective action where required. Service Delivery and Performance Management · Oversee the efficient ordering, receipt and distribution of goods across all sites. · Ensure that best practice Stock Management is followed at all times. · Ensure robust systems are in place for tracking deliveries, resolving discrepancies and maintaining audit trails. · Monitor and improve service performance against agreed standards and KPIs. · Respond to and resolve complex operational issues, particularly those impacting patient care. Service Improvement and Transformation · Lead and support transformation programmes across Supply Chain services, including implementation of inventory management systems and digital supply chain solutions. · Lead the Supply Chain function through organisational and operational change, ensuring effective planning, communication, staff engagement and sustained service delivery throughout transition periods. · Support and actively contribute to the Stock Management Change Programme, working collaboratively with implementation teams, clinical stakeholders and corporate functions to ensure successful delivery. · Drive continuous improvement in processes, efficiency, sustainability and service quality. · Identify, develop and implement best practice across supply chain operations. · Lead on change management methodologies, ensuring adoption of new systems, processes and ways of working across multi-site teams., The postholder will have access to vulnerable people in the course of their normal duties and as such this post is subject to the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975 (Amendment) (England and Wales) Order 2020 and as such it will be necessary for a submission for Disclosure to be made to the Disclosure and Barring Service to check for any previous criminal convictions.
