Full Job Description
This is a pivotal senior leadership opportunity, to help shape the future of health and care services across Cwm Taf Morgannwg (CTM) University Health Board. As our Deputy Director of Strategy and Transformation, you will play a central role in driving the organisation's long term strategic direction and delivering major change that improves outcomes for our communities.
Working closely with the Executive Director of Strategy & Transformation and senior leaders across the Health Board, you will drive system-wide transformation with partners across health, social care, the third sector and local government, lead the development, delivery and reporting of the Integrated Medium Term Plan, and support our Care Groups in the redesign of clinical services. You will also provide strategic leadership for our commissioning function, ensuring high-quality, sustainable services for CTM residents.
This role is critical to the work of modernising care, shifting services closer to home, and ensuring the Health Board is fit for the future. It requires a credible senior leader with extensive NHS strategic, planning or operational experience, excellent relationship-building skills and the ability to operate confidently in complex, multi-agency environments., The Deputy Director will:
Provide strategic leadership across planning, transformation and commissioning, deputising for the Executive Director where required.
Lead the development of key organisational plans, including the IMTP, ensuring alignment with national policy, local needs, and CTM's long-term strategic ambitions.
Shape and deliver large-scale service change, working with Care Groups, corporate teams, clinicians and a wide range of partners across the region.
Lead quality improvement, value-based healthcare and programme change management staff
Oversee the commissioning function, ensuring effective performance management of externally provided services, robust governance, and evidence-based decision making.
Lead complex multi-agency programmes, interpret national policy, and translate vision into practical, deliverable plans.
Develop new care models, supporting clinical strategy, enabling service sustainability, and ensuring programmes are progressed on time and within agreed parameters.
Establish strong partnerships with Health Boards, local authorities, Welsh Government and the third sector, and lead engagement processes, including public involvement on major service changes.
