The Role
The Deputy Director of Capital Investment is a critical senior leadership role within HMCTS Property Directorate, reporting directly to the Property Director.
At a pivotal moment for the organisation, you will lead the planning and delivery of a significant capital investment programme, overseeing annual expenditure of more than £200 million through to 2028/29. With responsibility for addressing a maintenance backlog in excess of £1.3 billion and supporting the ambitions of the forthcoming Estates Strategy, you will play a central role in shaping the future of the HMCTS estate.
Working closely with senior leaders across HMCTS, the Ministry of Justice, the judiciary and wider government, you will translate strategic priorities into a deliverable programme of investment. You will ensure that capital funding is targeted effectively, delivering value for money, improving the condition and resilience of the estate, and creating modern environments that support the delivery of justice for court and tribunal users across the United Kingdom., Reporting into the Property Director you will:
Lead the Capital Investment function, providing strategic leadership to a multidisciplinary team of approximately 40 professionals and fostering a high-performing, inclusive and delivery-focused culture.
Develop and deliver HMCTS's capital investment programme, overseeing annual expenditure in excess of £200 million through to 2028/29 and ensuring investment is prioritised effectively to maximise value for money, improve estate performance and support the delivery of justice.
Drive the strategic renewal and transformation of the HMCTS estate, balancing immediate operational needs with long-term priorities, addressing the maintenance backlog, and supporting delivery of the HMCTS Estates Strategy.
Provide robust governance, assurance and financial stewardship, ensuring compliance with statutory, regulatory and commercial obligations and maintaining effective oversight of risk, performance and investment outcomes.
