Full Job Description
The Strategic Performance Deputy Director is responsible for ensuring strategic objectives, business-as-usual (BAU) activities, and other Estates initiatives are aligned and delivered to the highest quality standards. This includes identifying and resolving interdependencies and conflicts to enable seamless execution.
The role purpose is to lead the Directorate in delivering against its strategic plan, ensuring that all transformation, planning, and strategic activities are executed within scope and on schedule.
The role supports the Director by proactively planning and driving the delivery of strategic initiatives, ensuring they meet defined standards and timelines., + Lead engagement across several change and strategic initiatives, ensuring the team is delivering to plan and scope to achieve progress against the HMRC level strategic objectives
+ Drive proactive resolution of cross cutting issues by the creation and leverage of strong functional relationships across the Stakeholder population,
+ Drive critical assessment of and improvement to the delivery environment within estates and locations, supporting increasingly efficient delivery.
+ Lead engagement across the change environment to ensure that funding is targeted, accurate and timely ensuring strategic change is prioritised, coordinated and delivered effectively.
+ Build a longer-term view of demand requirements for all initiatives - working with Estates SLT, CPO SLT and multiple supplier led Delivery Groups.
+ Ownership of the master plan - put in place to support initiatives to define and shape their sequencing/scope/delivery effectively - and driving the identification of emerging opportunities
+ Lead across Estates SLT to ensure a clear articulation of strategic delivery plans within functions
+ Lead the development of our functional standards strategy ensuring alignment between OGP, HMRC and Industry ambitions
+ Lead the improvement and utilisation of delivery data to enable data driven improvements.
+ Champion and accountability for assurance of strategy and planning - driving the necessary cultural changes required to enable this.
+ Drive identification and active use of lessons learned in delivery of change through engagement with DD functions

Assessment
If shortlisted, you will take part in the following assessment:
+ Staff Engagement Exercise - a presentation and Q&A with a representative staff group from across HMRC.
Assessments are designed to support the panel's decision making and highlight areas for further exploration at interview and do not result in a pass or fail decision.
Interview
You will attend a panel interview for a more in-depth discussion of your previous experience and professional competence. This will include a 5- minute verbal presentation (further information will be issued in advance). Interviews are expected to take place in person virtually via Microsoft teams.

This role has a minimum assignment duration of 3 years. An assignment duration is the period of time a Senior Civil Servant is expected to remain in the same post to enable them to deliver on the agreed key business outcomes. The assignment duration also supports your career through building your depth of expertise.
As part of accepting this role you will be agreeing to the expected assignment duration set out above. This will not result in a contractual change to your terms and conditions. + Extensive experience in property, estates, or facilities management within a complex delivery environment with a proven track record of senior leadership experience in strategic planning and performance management.
+ Understanding of digital transformation and modern workplace strategies within large-scale organisational change contexts
+ Demonstrated expertise in change management and transformation programmes, with evidence of successfully leading multi-stakeholder initiatives
+ Proven analytical and data interpretation skills with demonstrable ability to drive performance improvements through evidence-based decision making
+ Appropriate qualification in a property discipline and/or professional accreditation of a relevant property body (e.g. MRICS, MCIOB, or equivalent), or equivalent experience and willingness to obtain accreditation upon appointment, which HMRC will support
