Full Job Description

The Deputy Clinical Director for Children and Neonates will be accountable to the Clinical Director nad with them to the Divisional Director for the performance of the directorate. This is a key operational role within the Division and the post holder will work with the Clinical Director to lead and be accountable for ensuring services are patient focused and effective and for achieving national and local key performance indicators and standards. The post holder will provide visible leadership to all staff within the directorate and support the Clinical Director in delivering the strategic plan for the Division. The post holder will work with the Divisional Director and the Divisional Management Team to ensure the services within the Clinical Directorate meet the required objectives., The Deputy Clinical Director is responsible and accountable to the Clinical Director and the Division for managing the clinical, operational and financial performance of the services within the directorate. The Deputy Clinical Director will support the Clinical Director in delivering excellent performance against key quality standards and targets and for taking corrective action when required.,

  • Managing the workforce within the Clinical Directorate, including responsibility for all senior and junior doctors to ensure the operational effectiveness of clinical services.
  • Service delivery and quality standards set out in National Guidance and local contracts.
  • By triangulating complex data, facts and situations, conduct capacity management, including delivery against target length of stay and patient throughput, and effective utilisation of facilities.
  • Delivery of contract activities and patient access standards; including waiting times, 4 hours Emergency department wait and Cancer standards.
  • Financial performance targets delivering the required income and expenditure plan and identifying and delivering the cost improvement plan and deliver the EBITDA target.
  • Ensuring governance is embedded within the services and all staff understand their responsibility for service quality and patient safety and that mechanisms are in place to monitor patient safety and measure clinical outcomes.
  • Delivering messages that may be highly complex, contentious and difficult to deliver to people where there may be barriers to understanding.
  • Ensuring the facilities (beds, theatres, outpatients and diagnostic assets) are used flexibly to enable contract activity to be delivered within the resource plan.
  • Manage the services to meet the CQC domains of Safety, Caring, Responsiveness, Effectiveness and Well led.
  • The Deputy CD will work with the Clinical/Service Leads to provide leadership in the delivery of action plans from ODN and GIRFT reviews.
  • 1.1 Workforce The Deputy Clinical Director will work with the Directorate leadership team:
  • Efficiently deploy staff to ensure legal, cost-effective use of resources to deliver high quality services.
  • Requirement to convey difficult news to staff and to support and lead on employee relations matters as required which can be highly distressing.
  • Play a leading role in the integration of NHS, academic and research activities and support the Trust and other partners in their mission to operate under the principles of an Academic Health Science Centre.
  • Contribute to the creation of workforce plans that will require reviewing, interpreting and analysing highly complex data, facts and situation.
  • Ensure appropriate high-quality training for all staff and safeguard the working environment of staff in training.
  • Ensure that the skills and talents of staff are utilised across the services, delivering the best possible clinical service.
  • Operate robust systems for annual appraisals for all staff within services and ensure individual appraisals and objectives align to the clinical, performance and business requirements of the Directorate.
  • Encourage team working, including action to deal with colleagues in difficulty and trouble.
  • Manage the job planning process and ensure all job plans are reviewed annually and reflect the needs of the service.
  • Promote and embed the Trust values and ensure all staff within services act in accordance with the Trust values.
  • Communicate and align the Trust vision and strategic objectives to all staff within the services and ensure that team and individual objectives are aligned to the broader Division and Trust wide objectives.
  • Create opportunities to enhance staff engagement and empowerment in the operational running of the Directorate and their full involvement in determining the annual and strategic plans for the services within the Clinical Directorate.
  • Ensure appropriate 'induction programmes' and exit interview processes are established and utilised.
  • Ensure that effective communication processes are in place so all staff are fully aware and engaged in the main issues facing the services.
  • Manage the performance, competence and conduct of staff within the services.
  • Clinical Governance The Deputy Clinical Director will provide oversight of Clinical Governance in conjunction with the Clinical Director, Matron and Directorate Clinical Governance lead and will in particular:
  • Co-ordinate audits in conjunction with the designated audit lead and audit department and compile an annual audit report.
  • Implement clinical effectiveness programmes in collaboration with colleagues outside of the clinical directorate to ensure effective clinical services.
  • Implement effective risk management processes within the services.
  • Promote a learning culture, in particular ensuring that all staff are adequately developed and trained. To make sure all Consultant staff have the relevant CPD and CME requirements.
  • Ensure services are provided in line with Improving Outcomes Guidance.
  • In delivering these responsibilities the Deputy Clinical Director will be supported by the Divisional Medical Director, Deputy Divisional Medical Director and Clinical/Service Leads.1.2 Business Planning and Service Development The Deputy Clinical Director will work with the Directorate leadership team:
  • Prepare the annual business plan for the Clinical Directorate, in conjunction with the Divisional Director and Divisional Director of Operations.
  • Ensure an inclusive, patient-focused approach to service development.
  • Identify opportunities for service improvement and optimisation of the utilisation of facilities within the Directorate.
  • Work collaboratively with clinical and non-clinical colleagues across the Trust to ensure effective and efficient delivery of services.
  • Develop proposals for working collaboratively with General Practitioners and service users to facilitate service improvement and flexibility.
  • Ensure any proposed developments and/or service changes are considered in the context of the NHS Operating Framework and are discussed and agreed with the Divisional Director and Divisional Director of Operations to ensure the proposal does not have a negative financial or operational impact on the Clinical Directorate, the Division, other Clinical Directorates or the Trust.
  • Encourage cross speciality working to achieve the most effective and inclusive approach to the achievement of the Trust's aims and objectives.
  • Responsible for the creation of policies and procedures for the service.
  • Responsible for the writing of business cases that support service redesign, cost improvement programmes, and TME proposals.
  • Ensure the services comply with the Trust's Governance standards, and legal and statutory requirements, including Working Time regulations, Health & Safety, Standing Orders and Standing Financial Instructions.
  • Be an active member of the Operations Management Executive Hold a delegated budget for key services as directed by the clinical director.
  • Promote a positive profile of the Trust's services both internally and externally.
  • Contribute towards the development of the Directorate and Divisional Clinical Strategy.
  • Actively lead service improvement programmes within the Clinical Directorate.
  • Work with the Trust and Clinical Director to develop a strategy for transition of children to adult services
  • Work to identify and address health inequalities within the paediatric population.
  • Work with external partners such as CHA and ODN to drive service transformation in national or regional initiatives (e.g. Hospital at home, Neighbourhood hub) which would benefit the children population.
  • Provide leadership in working groups for the transition of Neonatal services to the Perinatal Directorate. Ensure safe cross-divisional clinical pathways are defined and enacted., The postholder will have access to vulnerable people in the course of their normal duties and as such this post is subject to the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975 (Amendment) (England and Wales) Order 2020 and as such it will be necessary for a submission for Disclosure to be made to the Disclosure and Barring Service to check for any previous criminal convictions.
