Full Job Description
This is a pivotal leadership role where you will ensure that our democratic processes run effectively, members are fully supported in their roles, and governance arrangements are delivered to the highest standard., Reporting to the Head of Democratic Services and Statutory Scrutiny Officer, you will:
- Provide strategic and operational leadership to the Member Services team
- Oversee committee services, civic support, Countywide elections and councillor development programmes
- Ensure councillors are supported to fulfil their roles effectively and in line with statutory requirements
- Advise members and senior officers on governance, constitutional procedures, and decision-making frameworks
- Drive continuous improvement, identifying efficiencies and value for money across services and
- Contribute to organisational priorities and transformation across Democratic Services You will also deputise for the Head of Democratic Services where required and play a key role in maintaining high standards of governance across the Council.
Lincolnshire County Council is seeking an experienced and motivated Democratic Services Manager to lead our Committee and Civic Services, Councillor Development, and Member Support functions., We are looking for a confident and politically astute leader with substantial experience of working in a democratic services environment who has strong knowledge of local government law, governance, elections management and conduct of meetings. In addition, candidates should have proven experience of leading and motivating teams, adept budget and resource management, and have excellent oral and written communication skills. It is essential for this postholder to navigate our political environment with diplomacy and integrity, while maintaining strong working relationships with our politicians and senior officers. A degree-level qualification (or equivalent experience) is desirable as well as experience supporting the work of the Monitoring Officer., In accordance with Part 7 of the Immigration Act 2016 (Fluency Duty), the ability to converse at ease with customers and provide advice in accurate spoken English is essential for the post.
