Full Job Description

We are seeking a Delivery Director to provide senior leadership and accountability for our Welsh Government account, delivering a complex and high-profile programme of works across Wales. The portfolio includes flood and coastal erosion risk management, Reservoirs Act compliance works, flow gauging network upgrades, fish passage improvements, and forest infrastructure programmes.

This is a strategic leadership role responsible for end-to-end portfolio delivery, client relationship stewardship, commercial performance, and people leadership. The Delivery Director will act as Framework Manager and Project Director, ensuring excellence in client satisfaction, safety, quality, and commercial outcomes.

The role is predominantly based from our Chester office, leading a multidisciplinary team and working closely with Technical Services Team Leads across the business. The ability to work collaboratively in the office a minimum of three days per week, alongside travel to client offices and project sites across Wales, is essential.

Key Accountabilities

Portfolio, Programme & Framework Leadership

Accountable for the safe, timely, high-quality, and commercially successful delivery of a portfolio of projects across Wales.

Acts as Framework Manager, and Project Director for complex commissions, providing senior leadership, assurance, and decision-making.

Provides effective programme governance, overseeing performance, risk, dependencies, and opportunities across multiple workstreams.

Works in close alignment with the leadership of our Swansea-based team to ensure coherent delivery, consistent standards, and effective collaboration across Wales.

Client & Account Management

Leads our strategic relationship with key clients, acting as a trusted advisor at senior level.

Owns client satisfaction, reputation management, and resolution of escalated issues.

Leads account planning, business development, and framework growth, aligned to client priorities and organisational strategy.

Represents the business internally and externally as the senior point of contact for key clients, working collaboratively with regional leadership.

Leadership, People & Resources

Provides pastoral, performance, and professional leadership to delivery teams, predominantly based in the Chester office.

Works collaboratively with Swansea-based leadership to align resources, capability, and ways of working across teams.

Accountable for resource planning, capability development, succession planning, and talent retention across the portfolio.

Fosters a collaborative, inclusive, and high-performing culture, promoting wellbeing, accountability, and professional standards.

Commercial & Financial Accountability

Holds full commercial and financial responsibility for the account portfolio, including revenue, margin, forecasting, risk, and reporting.

Provides senior commercial challenge and oversight to ensure strong financial performance and effective risk management.

Works closely with Technical Directors and Project teams to ensure integrated, multidisciplinary delivery while maintaining clear accountability for outcomes.

Contributes to the wider leadership and strategic development of the Flood, Coast & Maritime team.

Extensive experience delivering multidisciplinary infrastructure or environmental programmes, ideally within flood risk, coastal, or environmental management.

Proven track record as a Project Director, Framework Manager, or Programme Director within a project delivery focussed team.

Strong understanding of NEC contracts, public-sector client environments, and programme governance.

Demonstrable leadership of teams, with responsibility for performance, commercial outcomes, and development.

High level of commercial acumen, with experience managing risk, margin, and portfolio-level financial performance.

Chartered professional qualification.
