Full Job Description

The Data Governance Manager will sit within the Data Insight and Intelligence (DII) PMO & Data Governance Team at NHS Greater Manchester ICB (NHS GM) and will provide strategic leadership and operational oversight of data governance across the organisation. The role is pivotal in ensuring that NHS GM's data assets are used lawfully, ethically, securely and effectively to support system-wide decision-making, analytics, research and service transformation.
Working closely with the Head of PMO & Function Support, Associate Director of Strategic Intelligence, Place and Data Governance and senior stakeholders across NHS GM and partner organisations. The postholder will lead the development, implementation and continuous improvement of robust data governance frameworks. This includes governance for key data and analytical platforms such as the Analytics and Data Science Platform (ADSP) and Secure Data Environment (SDE), ensuring compliance with UK GDPR, the Data Protection Act 2018, NHS data standards, and national assurance requirements., + Provide strategic leadership for data governance within NHS Greater Manchester's Data Insight and Intelligence (DII) function, ensuring robust frameworks are in place to support the lawful, ethical and secure use of data assets.
+ Lead the design, implementation and continuous improvement of data governance frameworks, policies and operating models, ensuring alignment with NHS GM priorities, national standards and statutory requirements.
+ Act as the subject matter expert for data governance, providing assurance and advice to programme boards, senior stakeholders and the PMO on compliance, risk management and best practice.
+ Ensure compliance with UK GDPR, the Data Protection Act 2018, Common Law Duty of Confidentiality, NHS England requirements and Confidentiality Advisory Group (CAG) conditions across all data processing and sharing activities.
+ Undertake and oversee Data Protection Impact Assessments (DPIAs), supporting internal teams and external applicants to access and use data safely and lawfully.
+ Support the integration of new data flows and datasets, enabling secure, compliant data sharing between NHS GM, system partners and national platforms.
+ Maintain and manage governance risk registers, coordinate responses to audits, assurance reviews and data incidents, and ensure timely resolution and reporting.
+ Lead stakeholder engagement, training and capacity building, promoting a strong culture of data responsibility across NHS GM and its partners., NHS GM plans and delivers joined-up services to improve the health and wellbeing of the population residing in Greater Manchester. Its's goals include improving population health and healthcare outcomes, tackling inequalities, enhancing productivity and value for money, and supporting broader social and economic development.
This will be achieved at various levels, including neighbourhood, place, combinations of places, and the Greater Manchester system., + Provide strategic leadership for data governance
+ Lead the development, implementation and assurance of data governance frameworks
+ Act as the senior subject matter expert for data governance
+ Provide executive oversight of compliance and assurance
+ Lead system-wide engagement and capability building, promoting a strong culture of data responsibility, representing NHS GM regionally and nationally.
