Full Job Description

Carlisle Support Services is looking for a Hard Services Compliance Manager who will be responsible for ensuring that all hard facilities management services are delivered safely, legally, and in full compliance with statutory, regulatory, contractual, and organisational requirements. The role is accountable for the effective management and performance of specialist contractors, ensuring that services are delivered to agreed standards, contractual obligations are met, and contractors always operate safely and compliantly. Your core role will include but not be limited to the following activities:

  • Ensure all hard services are delivered in compliance with statutory legislation, Approved Codes of Practice (ACoPs), Health Technical Memoranda (where applicable), British Standards, and organisational policies.
  • Develop, implement, and maintain robust compliance assurance systems for statutory inspections, testing, and planned maintenance.
  • Monitor compliance performance across all hard FM disciplines, including electrical, mechanical, water hygiene, gas, lifts, pressure systems, fire safety interfaces, and building fabric where applicable.
  • Maintain accurate compliance records and ensure evidence is readily available for internal and external audits.
  • Manage the performance of specialist hard services contractors, ensuring contractual obligations, service level agreements (SLAs), and key performance indicators (KPIs) are consistently achieved.
  • Ensure contractors comply with statutory requirements, organisational policies, permit-to-work systems, and safe systems of work.
  • Support procurement, mobilisation, and ongoing management of hard services contracts where required.
  • Ensure statutory inspections, testing, certification, and remedial works are completed within required timescales.
  • Identify compliance risks and implement appropriate mitigation measures.
  • Investigate compliance failures, incidents, and near misses, ensuring corrective actions are implemented and lessons learned are shared.
  • Promote a positive health and safety culture throughout all hard services activities.
  • Ensure compliance with Health and Safety legislation, including CDM Regulations, Permit to Work procedures, and contractor control processes.
  • Oversee planned preventative maintenance (PPM) programmes to ensure statutory and operational requirements are met.
  • Ensure asset information, certification, maintenance records, and compliance documentation are maintained within the CAFM or asset management system.
  • Develop and report on compliance KPIs and performance dashboards.
  • Analyse compliance data to identify trends, emerging risks, and opportunities for service improvement.
  • Lead initiatives to improve compliance performance, contractor effectiveness, and operational efficiency.
  • Build effective working relationships with internal departments, operational managers, contractors, regulators, and external stakeholders.
  • Provide specialist compliance advice and guidance to managers and colleagues.
  • Represent the organisation during regulatory inspections, audits, and compliance meetings where required.
  • Lead the development and implementation of compliance policies, procedures, and governance arrangements.
  • Ensure compliance reports are produced for senior management and governance groups.

    Degree, Higher National Diploma (HND), Higher National Certificate (HNC), or equivalent qualification in Building Services Engineering, Mechanical Engineering, Electrical Engineering, Facilities Management, or a related discipline, or equivalent demonstrable experience.
  • Recognised Health and Safety qualification (e.g. IOSH Managing Safely, NEBOSH General Certificate, or equivalent).
  • Evidence of continuing professional development (CPD) relevant to hard facilities management and statutory compliance.
  • Full UK driving licence (where the role requires travel between sites)
