Commissioning Officer

As part of our commitment to continuous improvement, we are establishing a Strategic Commissioning Service, within our Adult Care Directorate. We are ambitious about our plans to invest in and advance our approach to innovative, evidenced based commissioning, supporting positive outcomes for the people of Lincolnshire, in a compliant and efficient way. We are seeking to recruit experienced commissioning officers, who understand the Adult Social Care landscape and have the capabilities to operate collaboratively across the commissioning cycle, in contributing to the delivery of successful commissioning programmes. The postholders will contribute to the delivery of our commissioning strategies in line with statutory duties, national policy and local priorities. The types of activity you can expect to deliver include research, completion of evidenced based analysis and forecasting, engagement activity, contributing to business cases, operating within the Council's decision-making process, to driver delivery of service re-configuration and outcomes focused commissioning activity. Commissioning Officers will operate across three thematic areas, Early Intervention & Prevention, Living Well and Ageing Well. With direction from senior adult care commissioning officers and managers. Commissioning Officers will operate with a significant degree of autonomy and self-direction. • Relevant degree or equivalent level qualification in a relevant discipline such as commissioning and/or procurement, research and/or planning, business management and/or financial planning or equivalent experience along with recent and relevant end-to-end commissioning experience in Adult Social Care, Health or Children's Services
• Experience of working with a range of stakeholders to co-produce, facilitate and implement change as well as partnership work which demonstrates strong influencing people and networking skills.
• Working knowledge of relevant adult social care legislation, regulation, national guidance and the local authority inspection regime
• Experience of analysing, identifying and evaluating options, utilising data management systems, with the ability to interpret a range of complex data sets to draft intelligence-based recommendations, supporting informed decision making to deliver service development and improvement., In accordance with Part 7 of the Immigration Act 2016 (Fluency Duty), the ability to converse at ease with customers and provide advice in accurate spoken English is essential for the post.
