About the role You will support the delivery of commissioning responsibilities across Adult Social Care, contributing to the development and implementation of commissioning strategies and service plans. This includes using a range of information and data sources to undertake needs analysis, inform service design, and support evidence-based decision-making to improve outcomes for working age adults. You will demonstrate strong communication and partnership working skills, engaging effectively with internal colleagues, providers, housing partners, health partners and people who use services to co-produce and review provision. You will contribute to market shaping activity, supporting the development of a diverse, sustainable provider market that promotes innovation, good outcomes, quality and value for money. The role requires effective planning and organisational skills to manage competing priorities and contribute to project and programme delivery, including transformation initiatives. You will work collaboratively to support the development and implementation of new service models. You will apply knowledge of relevant legislation, policy, and best practice to ensure commissioning activity meets statutory duties, including safeguarding, equality, and promoting independence. You will work with a high degree of autonomy within agreed frameworks, exercising sound judgement and contributing to continuous service improvement. - Hold a relevant degree/professional qualification, or equivalent experience with demonstrable experience in social care, health or another related setting.
- Experience of strategic commissioning, market shaping, planning and service design within a complex partnership environment.
- Proven ability to manage projects and deliver complex programmes, including planning, prioritising workload, and meeting deadlines.
- Strong stakeholder engagement skills, including working with people who use services, providers, carers and multi-agency partners.
- Ability to analyse and interpret both qualitative and quantitative data, budgets and performance information to inform decision-making and achieve good outcomes and value for money.
- Knowledge of adult social care context, including legislation, policy, commissioning practice and provider markets, and the ability to update knowledge in line with relevant changes.
- Highly skilled in the use of Microsoft IT programmes, with excellent communication, negotiation and report-writing skills, with the ability to present complex information clearly to a range of stakeholders. In addition, we also expect you to share and to delivering accessible and inclusive services which meet the needs of all of our residents.
