Full Job Description

The recruitment process will include a value-based interview as well as a formal interview, with the Panel including the Clinical Director and representatives of NOTSSCaN Division and of the Chief Medical Officer. The post will attract 1 SPA, which can either be in addition to the existing job plan, or replace other activity. A job plan can have a maximum of 12 PAs., The Clinical Lead for Neurology is accountable to the Clinical Director, working with the Directorate Manager and Matron: · Providing clinical leadership within the clinical service, working collaboratively with the Service Manager and the Nursing Leads within the Service · To work in a collaborative manner within the management structure of the Directorate · Monitoring the quality and safety of activities and proposing and implementing actions to address any concerns in conjunction with the Matron and DM. · Planning the delivery of efficient, cost effective clinical services within resources available · Promoting and leading innovation and improvements in clinical productivity and service delivery · Ensuring effective communication between the specialty and the Directorate and Divisional Teams. This includes in person communication, as well as timely engagement with and replies to e-mail communication.

  • Develop/maintain links with specialties within the Trust, The Clinical Lead will actively contribute to the following key areas operating within the devolved framework of the Trust:
  • a) Service planning and development · Contribute to the preparation of the strategic and annual plans for the service and the development of the Directorate's input into the Divisional annual business and workforce plan · To take part as appropriate in annual service agreement negotiations · To work with and assist the Clinical Director, Directorate Manager and Matron as appropriate in the preparation of business cases and service developments · Contribute to business cases in relation to service development including consultant or junior doctors. In the case of a retiring consultant, this will involve a review to determine if direct replacement is required or reconfiguration of the service. a) For any consultant post, ensure a business case has been written and approved in collaboration with the Directorate Management Team. Ensure that the Chief Medical Officer and the Chief Operating Officer have approved the JD. Liaise with Medical Staffing and Clinical Director about the advert and interviews (AAC) for new consultant appointments, sit on AAC to appoint and if appropriate, ensure that relevant DGH clinical leads are kept informed and also sit on AAC. · To review the overall service delivered with the appropriate members of the team and contribute to service development by horizon scanning, discussing proposed service developments within CSU meetings and with the directorate management team. · Ensure that team members actively engage in planned service developments within the CSU, Directorate and Trust e.g. undertaking appropriate training for these and follow planned implementations. b) Operational management · To ensure and encourage the effective implementation of all Trust policies including health and safety, procedures and standards · To work with the Clinical Director and Directorate Manager, and play an active role in ensuring the delivery of the achievement of National and Local performance standards; · Ensure that all temporary staff are booked through the correct procedures and have systems in place to ensure cover provision is in place. · Ensure robust processes in place to ensure safe staffing within the unit at all grades c) Financial management · To be familiar with the financial and performance metrics of the Trust and work with the matron and OSM to ensure effective performance management systems are in place in the clinical service unit. · To ensure that the clinical service operates within the Trust's Standing Financial Instructions & Standing Orders · To work with the Directorate management team and other colleagues where appropriate to achieve savings targets and ensure financial viability · To take an active role in the Trust's Service Line Reporting programme and to work with colleagues to improve data quality in this area and find solutions to allow for financial sustainability · To work with colleagues to identify areas where savings or income generation can be found and to work towards delivering these once identified · To meet with the Directorate Finance Manager and OSM as required to ensure that all staff budget and recharges are accurate · To meet as required with managers to ensure SLAs are discussed and updated d) Human Resources Management and Organisational development · To ensure there is effective communication within the clinical service (including e.g. re: clinic cancellations/staff absence). · To implement and ensure the Trust-wide Human Resources policies are followed via discussion with all staff groups in CSU. · To work collaboratively with all clinical and non-clinical colleagues · To ensure appropriate arrangements are in place to allow for timely recruitment of replacement posts · To ensure that all CSU staff are up to date with statutory and mandatory training and undertake their appraisals. Re medical staff: · Annual leave and study leave - agree written minimum cover and ensure all leave forms are reviewed as appropriate, signed by the Clinical Lead and actioned by the admin team. (NB funded study leave requires CD sign off) · Be designated line manager for Good Shape (sick absence procedures) for all medical staff and any other direct line reports. Undertake return to work interviews for medical staff and highlight extended leave to the Divisional HR advisors and manage these under guidance. · Review job plans for all members of the medical team on an annual basis as directed by the guidelines written by the Chief Operating Officer and in conjunction with other leads. · Liaise with the Clinical Director in relation to any proposed substantial change in job plan (i.e. increase or reduced time) prior to agreement with consultants. Ensure that Directorate PA has the most up to date job plan version, which is stored on SARD, and signed off by the Consultant, Clinical and Divisional Directors. Liaise with the Directorate PA regarding completion of change forms, and TRAC forms for any changes in payment. · Liaise with the Directorate Manager and Medical Staffing regarding medical staff absence requiring locum cover, review CVs, arrange adverts/interviews. · Raise any concerns regarding conduct or performance of medical staff with the Clinical Director. · Liaise with the rota leads for consultants, Registrars and ward doctors in relation to any issues around the on-call rotas.

    To lead the department, we are looking for individuals with clinical experience of Neurology, as well as strong communication and negotiating skills, and a strong ethos for collaborative working.,
