As Chief Executive of Health Innovation Oxford and Thames Valley, you will be working across a highly complex set of relationships, challenges, and innovations to contribute to service transformation. You will be able to think laterally, build strong trusted relationships quickly, and work as a productive team member. You will have experience in leading teams operating in complex multi-stakeholder environments. In particular, the Chief Executive role is expected to: · Lead the overall organisational development in terms of culture, operating model and people of HIOTV to ensure it has the capacity and capability to fulfil its purpose. · Role model behaviours that live HIOTV's organisational values of collaboration, quality and impact; and encourage similar behaviours in colleagues. · Show a commitment to learning, self-reflection, appraisal and development. · Operate in an environment of significant complexity and ambiguity, taking time to understand the context of the operating environment and demonstrating good judgement; and offer support and guidance for others seeking advice. · Be the external ambassador of the organisation and feel comfortable working across a range of senior stakeholders across the Thames Valley and nationally.,

  • Act as the Accountable Executive Officer for HIOTV in relation to leadership, budget, performance and delivery against HIOTVs three main commissions: from NHS England (focusing on core innovation activity); NHS England (focusing on the Patient Safety Collaborative); and the Office for Life Sciences (focusing on economic growth).
  • Provide overall leadership for the organisation and ensure the purpose of HIOTV is met by leading a programme of work on behalf of our partners.
  • Lead and support the senior management team of HIOTV in an effective way that enables colleagues to perform at their best
  • Report to the Chair of HIOTV and the Board. Regularly review performance against agreed objectives and milestones.
  • Is a company director of Accelerare, a company by limited guarantee that supports activities of HIOTV.
  • Provide overall effective operational and strategic leadership for HIOTV.
  • Work with the Chair and HIOTV Board to set a vision and strategy supporting the development and adoption of health innovation across the Thames Valley and wider NHS, and contribution of the NHS partners to economic growth.
  • Lead an effective programme of work on behalf of our partners to deliver the HIOTV strategy.
  • Act as HIOTV's lead for maintaining and developing strategic engagement - building relationships and leveraging the influence and advocacy of key local, regional and national individuals, organisations and networks, across all sectors within which the HINs operate.
  • Establish clear objectives to implement the policy objectives of DHSC, NHS England and the Office for Life Sciences in relation to health innovation and economic growth.
  • Agree plans and work programmes and meet the licence terms of the NHS England and Office for Life Sciences commissions.
  • Oversee the delivery of analyses of NHS services and clinical pathways across HIOTV partners, real world analyses and complex programmes of change introducing health innovation and new pathways of care.
  • Oversee HIOTV's information systems and work with the Thames Valley and Surrey Shared Care Record and Secure Data Environment to support implementation of programmes addressing the health and social care needs of the HIOTV population.
  • Drive and coordinate annual business and performance monitoring processes including the annual objective setting for all programmes and enabling activities.
  • Foster collaboration and joint ventures between stakeholders, using the expertise of each organisation and jointly investing in the development and evaluation of innovative products, services and service models.
  • Act as HIOTV's representative on the Health Innovation Network, ensuring the views of HIOTV are fed into and reflected in national planning around shared projects and programmes of work.
  • Support all parts of the healthcare system to develop and systematically implement approaches to adopt and spread proven innovation in order to address unwarranted clinical variation and implement evidence based best practice.
  • Build strong internal and external relationships with senior stakeholders to explore and pursue mutually beneficial opportunities and deliver projects successfully. Work closely with the network of NHS and social care managerial and clinical leaders across the Thames Valley
  • Build strong collaborations regionally and nationally to support innovators to create jobs and attract inward investment to the Thames Valley.
  • Sustain and develop effective relationships with the HIOTV's external stakeholders such as the South-East regional office of NHS England, Office for Life Sciences, Department of Health and Social Care, National Institute for Health and Care Research [NIHR] infrastructure, other HINs, the Health Innovation Network, and other organisations nationally and internationally as required to deliver the objectives of HIOTV.
  • Account for HIOTVs allocated budget, presenting regular financial management reports to the HIOTV Board and ensuring costs are contained within allocated budgets in accordance with the requirements set by the commissioners and the host organisation, Oxford University Hospitals NHS Foundation Trust.
  • Review and own relevant organisational risks and works with the senior team, Board and host organisation to ensure all risks are mitigated.
  • Formulating long-term, strategic plans which involve uncertainty and which may impact across the whole organisation.
  • Accountability for the execution of significant policies and the development of services or policies that extend across or beyond the organisation.
  • Accountability for financial governance across the organisation.
  • Benchmark HIOTV against other HINs and ensure that HIOTVs activities are evidence-based and respond to national and regional NHS priority needs.
  • Demonstrate strong leadership reflecting HIOTV's vision and values, modelling innovative approaches.
  • Represent HIOTV nationally, regionally and locally, with a wide range of stakeholders and interested parties and be a visible public ambassador.

    Educated to Masters level with a relevant management or scientific qualification or equivalent experience
  • Evidence of continuous professional development, Experience of working at a senior level in health service, local authority, academic, life science industry or related field
  • Knowledge and understanding of the NHS, including the funding, organisation and culture.
  • Extensive knowledge and expertise around the work of Life Sciences industry and enterprise organisations
  • An understanding of Higher Education Institutes work in Life Sciences research
  • Understanding of contemporary health and social care strategy and policy agendas, life sciences and related enterprises
  • Track record of successful transformational leadership in the implementation of complex organisational change. Experience in delivering complex healthcare-related improvement projects and programmes, and working alongside senior clinical and operational professionals
  • Experiences of collaborative work at regional and national level working across organisations and sectors
  • Delivery of challenging objectives in complex multi-organisational environments
  • Experience of/or understanding of the critical role of networks to drive, enable and support system-wide transformation
  • Ability to present highly complex facts or situations, which require the analysis, interpretation and comparison of a range of options.
  • Ability to motivate high-performing teams, mobilising individuals, and teams around shared goals
  • Ability to build effective partnerships, common purpose, and shared understanding across a range of diverse and competing views
  • Experience of developing, delivering, and managing complex improvement projects, having led or been part of a multi-disciplinary team
  • Experience of organisational risk management
  • Knowledge of health research methods, and systems thinking
