Full Job Description
Do you have the strategic leadership skills to shape and deliver neighbourhood health at scale? This is a rare opportunity to join NHS Birmingham, the Black Country and Solihull Cluster ICB as Associate Director Neighbourhood Health. Reporting to the Deputy Chief Officer Care Integration, you will play a key role in delivering the NHS Long Term Plan, driving integrated, neighbourhood and placebased care to improve outcomes, reduce inequalities and maximise system resources. You will work with ICB colleagues, local authorities, providers, VCSE partners and citizens to lead our commissioning strategy for neighbourhood health. You will focus on advancing health equity, strengthening neighbourhood health, building partnerships and maintaining financial discipline and productivity. You will operate confidently in complex environments, influencing across organisational boundaries., As Associate Director Neighbourhood Health, you will lead the systemwide development of neighbourhood health, including the commissioning of community services, long term conditions management, and commissioning of care for those who are frail, palliative and at the end of life.,
- Defining, in conjunction with appropriate stakeholders, the neighbourhoods to be served.
- Ensuring neighbourhood health plans are developed that reflect Joint Strategic Needs Assessments and Joint Health and Wellbeing Strategies.
- Ensuring that strategic neighbourhood health plans are designed to deliver agreed health and care outcomes, including those set out in Better Care Fund Plans.
- Ensuring that operational neighbourhood health plans are fit for purpose and support the delivery of strategic neighbourhood health plans.
- Ensuring a consistent approach to the development of the 6 components of neighbourhood health across the Cluster.
- Working with the Associate Director New Care Models to ensure neighbourhood health programmes are aligned to agreed new care models.
- Developing a programme for the roll out of Integrated Neighbourhood Teams across the Cluster.
- Working with the Deputy Chief Officer Population Health Improvement to enable neighbourhood health programmes to be supported by appropriate population analytics and population health management tools., You will be accountable for: 1. Defining, in conjunction with appropriate stakeholders, the neighbourhoods to be served. 2. Ensuring neighbourhood health plans are developed that reflect Joint Strategic Needs Assessments and Joint Health and Wellbeing Strategies. 3. Ensuring that strategic neighbourhood health plans are designed to deliver agreed health and care outcomes, including those set out in Better Care Fund Plans. 4. Ensuring that operational neighbourhood health plans are fit for purpose and support the delivery of strategic neighbourhood health plans 5. Ensuring a consistent approach to the development of the 6 components of neighbourhood health across the Cluster. 6. Working with the Associate Director - Integrated Care to ensure neighbourhood health programmes are aligned to agreed integrated care models. 7. Developing a programme for the roll out of Integrated Neighbourhood Teams across the Cluster. 8. Working with the Director of Health Improvement to enable neighbourhood health programmes to be supported by appropriate population analytics and population health management tools. 9. Working with the Director of Primary Care and First Response to support the consistent implementation of Modern General Practice and facilitate the effective participation of primary care in the Integrated Neighbourhood Team Programme. 10. Developing a programme for the optimisation of community services that is evidence based. 11. Utilising appropriate contractual frameworks and levers to support the neighbourhood health programme.
- Educated to Masters degree level in relevant subject, or equivalent level qualification, or significant demonstrable experience of working at a similar level in a specialist area
- Membership of relevant professional body
- Evidence of continued professional development, Programme or project management training or equivalent experience
- A broad range of extensive knowledge in more than one specialist area, acquired though postgraduate diploma or equivalent experience, plus further specialist knowledge or experience, Significant experience of delivery as a senior NHS manager
- Significant experience of application of commissioning competencies across the commissioning cycle to deliver achievements in outcomes and services for the portfolio
- Proven successful experience of working with clinical and managerial colleagues across and within organisations
- Staff line management experience and wider coordination of a team e.g. through matrix working
- Excellent understanding of strategic NHS and social care issues, priorities, service developments and implications
- Significant experience of successfully operating in a politically sensitive environment, An appreciation of the relationship between the Department of Health, NHS England and the local operating framework for the system/cluster, Being inclusive, supportive and empowering at all times
- Engaging and enabling those working towards the aims we have as a collective
- High level analytical skills and the ability to draw data from a wide range of sources and present this in a clear and concise manner
- High level critical thinking skills
- Demonstrates sound judgement in the absence of clear guidelines or precedent, seeking advice as necessary from more senior management when appropriate
