Full Job Description
To support the development and delivery of OUH Integrated Quality Improvement projects with the aim of achieving continuous quality improvement. To develop project plans as appropriate and to lead on the implementation of specific projects within the Integrated Quality Improvement Programme as delegated by the Senior Quality Improvement Programme Manager.[DEL: :DEL] This role will incorporate the implementation of new ways of working which may involve major organisational change. Support the delivery of the Integrated QI Programme delivery[INS: , :INS] QI Education Framework and activities to support wider development of the trust culture of continuous improvement. [INS: :INS]Main duties of the job CONTINUOUS IMPROVEMENT Support development of detailed improvement plans for the delivery of specific projects within the Integrated Quality Improvement programmes, projects and workstreams for implementation within Divisions and across the trust where appropriate.[INS: :INS] Co-ordinate and support delivery of OUH QI Education Framework Work with the Quality Improvement Project Managers to ensure that specific projects assigned meet key milestones and timescales. Ensure that baselines are captured to illustrate and monitor specific change including trajectories and project targets Support Project Groups ensuring regular meetings are held, minutes kept, appropriate reports are presented and agreed actions are implemented. Ensure effective communication with staff and managers within the Trust, using high level negotiating and persuasion skills to build co-operation. Support and work with the Quality Improvement Project Managers to ensure that all key stakeholders are represented as the projects move forward and their views are taken into account while ensuring that the OUH Improvement Framework and core QI principles are being followed Support production of regular reports on project progress, issues and items for escalation Represent the Trust professionally both internally and externally and be the champion of the Improvement Portfolio., To support the development and delivery of OUH Integrated Quality Improvement projects with the aim of achieving continuous quality improvement. CHANGE AND PROGRAMME MANAGEMENT Ensure that quality improvement projects are patient focused. Support, motivate and energise front line and improvement teams to facilitate improvement, enabling creative and innovative change initiatives, and creating a quality improvement-focused culture across the Trust. Support quality improvement project staff to test change with improvement tools and techniques such as Plan, Do, Study, Act (PDSA) improvement cycles Ensure the application of quality improvement tools and techniques, providing coaching and training as required. Work as a dedicated Change Champion to facilitate and drive improvement, engaging and communicating to build support for change initiatives and overcoming resistance, both internally and across the system. Provide support to ensure that projects work with Specific, Measurable, Achievable, Relevant and Timely (S.M.A.R.T) goals and metrics including benefits realisation objectives. Provide effective project management as a key enabler to achieving improvement. Conduct desk-top research, identify appropriate benchmarks and develop and use surveys to test new approaches, assessing both qualitative and quantitative data and using research findings to develop and improve service delivery, performance and quality across the organisation. Work within national and local regulatory frameworks. Support quality improvement activities, interventions and events to deliver change in line with the Integrated Quality Improvement Programme in a way that reflects the Trust's values and objectives, working in collaboration with system colleagues as appropriate. Support programme governance and ensure that risks and issues are escalated effectively for mitigating actions. Initiate and nurture innovation of new ideas within the organisation, providing drive and challenge to achieve sustainable improvement. SPECIFIC TASKS Support implementation of quality improvement projects that create high performing multi-disciplinary teams to deliver the Trust's Strategic Objectives. Support facilitation of quality improvement project(s), utilising project management techniques, to identify and manage risks and opportunities to ensure transformation is successfully delivered. Support the production of all formal quality improvement project documentation to the standards drawing on best practice from QI methodology. Ensure where process improvements are to be made appropriate structures and impact assessments are undertaken to ensure benefits realisation Ensure timely production of overall Programme risks and issues. Ensure stock management of equipment required by the Integrated Quality Improvement Team CONTINUING PROFESSIONAL DEVELOPMENT Develop own CPD and ensure good practice. Review and discuss professional development needs with your line manager and agree an annual personal development plan. Promote a positive and professional image through personal presentation and promotional activities. Work towards set objectives for the project and to provide a positive contribution towards directorate and corporate objectives.
- Educated to degree level of equivalent, or equivalent experience
- Practitioner level of QI training or equivalent experience Desirable criteria
- Project management qualification - Prince II or equivalent experience, Experience of supporting the development and delivery of service improvements
- Experience in project management and use of project management software
- Experience of working across organisational and professional boundaries to achieve common goals
- Experience of using IT and databases for tracking performance and for data analysis, Ability to plan and implement a major project from conception through to completion
- Ability to analyse complex process and procedural issues and to provide creative solutions
- Able to negotiate effectively with others and be persuasive, sometimes in contentious or hostile situations
- Able to assist with driving major changes and enable achievement of project milestones
- Ability to write and present complex and detailed reports to various groups at all levels and to use them to influence others at decision making levels
- Good working knowledge of hospital services
- Good organisation skills and the ability to work on own initiative and to tight deadlines
- Able to build relationships and communicate effectively with various stakeholders Desirable criteria
- Understanding and awareness of service improvement tools and techniques
- Knowledge of up to date developments within the NHS including policy and strategy documents
