Assistant Property Surveyor

The postholder will be responsible for supporting the delivery of commercial property interventions across the Property Infrastructure portfolio, contributing to the identification, management and implementation of acquisitions, disposals, infrastructure delivery, construction projects, joint ventures, grant funding schemes and supporting the delivery of wider policy objectives in a compliant and commercially sound manner.,

• Contribute to the delivery of a range of commercial property transactions, including construction projects and site preparation, freehold acquisitions and disposals, joint ventures and grant funding agreements, ensuring these are completed in line with governance and market value requirements.
• To manage a discrete caseload of property matters and transactions, taking responsibility for routine negotiations, project administration, budgetary and financial management and liaising with internal and external professionals, clients and legal advisers.
• With support from the Property Surveyor, undertake property negotiations, instruct lawyers and prepare contracts, in accordance with relevant and up to date land and property legislation.
• Form an active member of project teams to deliver key construction and infrastructure delivery projects.
• Prepare Ministerial Advice and accurate, clearly written reports for submission to the Property Leadership Team to obtain approval for projects.
• Ensure all activities are undertaken in accordance with relevant legislation, Welsh Government policies and internal governance processes, maintaining a strong focus on compliance and risk management., The work of the Property Infrastructure Division is of critical importance in supporting the growth of existing and new businesses in Wales, meeting the challenge of climate change and delivering positive economic outcomes for all parts of Wales.

1. Applicants should either be working towards, or committed to working towards, professional membership of the Royal Institution of Chartered Surveyors (RICS) or an equivalent professional qualification 2. The role will require visit sites to locations across Wales, some of which will be remote and isolated with no public transport connections. As such, applicants are required to hold a full and valid UK driving licence

The Property Infrastructure Division's vision is to help create modern and connected property infrastructure (sites and premises) to meet the needs of business in all parts of Wales to maximise regional economic benefits. The Division is a commercially focused, customer facing team with skills in a range of built environment professions. The Property Delivery Plan seeks to deliver a rolling programme of 300,000 sq. ft. per annum of new premises, together with investment ready sites with an estimated capex of £200M over the next 10 years. Recent examples include the delivery of a new 50,000sq ft advanced build employment premises at Rhyd y Blew, Ebbw Vale, and 32,500 sq. ft. of employment premises at Cross Hands in Carmarthenshire. Both developments achieved Net Zero Carbon in Use Standard.
