National Highways have an exciting opportunity for an Asset Needs Manager to join our team in the Southeast. Operations southeast manage two, 30-year Design, Build, Finance and Operate (DBFO) Contracts, including the M25 DBFO, the largest roads PFI contract in the UK. The Asset Needs Manager will lead a team of technical specialists working with our DBFO service providers to ensure that their delivery and investment plans achieve contract requirements and National Highways objectives. As well as providing oversight of the DBFO plans for all asset classes. they will contribute to developing the NH forward investment planning process for roadside technology and tunnels on the DBFO network. They will work with the Service Providers to support innovation which can add value for National Highways. This role can be based from our offices in Guildford, Maidstone or Basingstoke.

  • Ensure that the service providers' forward programmes, capital investment and maintenance plans for all asset classes reflect customer needs, and are developed in a way that meets service requirements and will achieve the condition requirements at the end of the contract period.
  • To ensure that the required internal technical expertise are in place to provide assurance and constructive challenge to service providers' technical strategies, plans and proposals.
  • Support the service providers in developing and implementing their asset and service delivery plans; liaising with National Highways Safety Engineering and Standards (SES) directorate and colleague within Operations to share good practice and innovation.
  • Provide technical input and advice to the management of contract change and the development of NH contract management strategy and plans. Supporting the delivery of NH funded improvements on the DBFO network.
  • To lead the identification and evaluation of asset needs for NH roadside technology and tunnels, develop the forward programme of investment and oversee delivery of options appraisal and preliminary designs of schemes.

    Demonstrable experience of leading multidiscipline teams.
  • Expert understanding of highway asset policies, strategies, planning and risk management.
  • Good commercial and financial acumen, including contract management, budget management and reporting.
  • Experience of asset management decision making, using asset data to assess how asset investment decisions impact on customer service, condition outcomes and risk.
