Full Job Description

Swansea Bay University Health Board are seeking a dedicated and experienced individual to join our team as a Workforce Effectiveness Manager. This position reports directly to the Head of Workforce Effectiveness and Analytics and plays a crucial role in our organisation's success.
The post holder will use specialist service improvement skills to develop and implement initiatives aimed at improving the effectiveness of workforce systems used across the entire Health Board.
Collaborating with Health Board Services, the post holder identify and improve effectiveness opportunities in accordance with policy through enabling, promoting, and supporting the effective use of electronic roster systems across the Health Board. This includes promoting the efficient use of rostering policy, reducing variable pay, and making effective use of information and knowledge from available technology., Acting as a specialist improvement Manager, the post holder is responsible for developing and implementing initiatives aimed at improving the effectiveness of workforce systems used across the whole of the Health Board.
Responsible for working with Health Board services to improve effectiveness opportunities in accordance with policy.
Enabling, promoting and supporting the effective use of electronic Roster systems across the Health Board, the post holder will promote the efficient use of rostering Policy, and reduction in variable pay this will also include effective use of information, knowledge from the available technology. This is a key role to facilitate the modernisation and redevelopment of an affordable workforce supporting the Health Board's strategy Taking 'Changing for the Better' Forward.
The post holder will lead and interpret national legislation requirements advising on improving the effectiveness of e-rostering systems and policy strategy., Be responsible for supporting and leading delegated effectiveness improvement initiatives that support the delivery for the people strategy.
+ Project lead delegated improvement initiatives in line with the effectiveness strategy within the Health Board
+ Advise the Head of Workforce Effectiveness and Analytics on procurement opportunities of any systems leading from systems review.
+ Take the lead in developing a comprehensive rostering and variable pay reduction strategy for the Health Board including the complex analysis of appropriate data.
+ Provide expert advice and drive improvements in effective use of resources including rostering management and development to enable robust savings to be driven out of all variable staff costs.
Lead on the production of strategic improvement plans, documentation, support, guidance and specialist training for project teams across the Health Board, ensuring:
+ Policies/protocols for implementing major initiative or programme of projects are developed and adhered to
+ Project objectives are identified and met in a timely manner.
+ Benefits are realised using new or existing technology where appropriate, which contributes to the Health Board's strategic objectives and benefits patient care
Working closely with internal and external stakeholders, the postholder will be responsible for:
+ Improving the effectiveness of Workforce Information Systems Programme including programme and project management, project governance and incorporating the aims of national drivers e.g. Annual Operating Framework, WfIS Programme deliverables From the workforce perspective.
+ On behalf of the Workforce Department planning and delivery of the Workforce Information Service Level Agreement, ESR Data Standards Programme and an efficient workforce information service to meet the organisational needs to develop an efficient sustainable workforce. They will provide specialist advice, facilitation, and interpretation and driving changes to improve rostering management across the Health Board.

The ideal candidate will be educated to masters level or equivalent, knowledge of understanding and supporting current Workforce & OD strategies and developing and implementing and evaluating best practice to delivery robust workforce information. You will have a strong background in planning co-ordination and monitoring of the delivery of services or projects, have excellent communication skills, and a passion for improving workforce effectiveness., The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.
