Full Job Description

In 2023 Halton embarked on a programme of dramatic transformation which we call 'Reimagine Halton'. Driving this programme forward and supporting changes across the organisation is a team of people from a variety of backgrounds and disciplines. To strengthen this team further, we are looking for new colleagues to join us, bringing your unique skills, knowledge and talents to Halton to help deliver results for the Council and the community we serve.

Like all councils we have financial pressures and we are determined to meet our challenges not by trying to find short term savings but by reimagining what we do, focusing on outcomes for residents and delivering a new way of doing things.

We have great people driving this work across the organisation and we need a great Programme Support Officer to join us. As a Programme Support Officer you'll be based within the Programme Management Office of the Transformation Delivery Unit, which serves as the link between the Programme and the Corporate Director - Chief Executive's Delivery Unit, providing a regular updates on the programme, delivery of its constituent projects and managing the programme governance.

You'll be at the centre of the team providing the administrative and financial support essential to ensuring that our diverse and complex portfolio of work runs smoothly and successfully meets the scheduling, governance and performance requirements of the programme.

Over the next few years, the Reimagine Halton programme will see change happening right across the Council.

It will involve us looking in detail at what we do, how we do it and why we do it - and asking ourselves if taking a new or different approach could be more efficient, productive or deliver better outcomes for local people and businesses.,

  • Assisting in the monitoring of budgets and resourcing of the delivery unit

  • Organising, note taking and following up agreed actions at board or multi-disciplinary level meetings

  • Handling programme enquiries from elected members, managers, project teams, residents and staff

  • Wide-ranging programme support, managing multiple tasks in parallel to meet deadlines

  • Support the maintenance of programme documentation and registers

  • Support the collection of management information, and the subsequent preparation of regular and ad hoc programme reports and presentations

  • Supporting programme events and communications


  • We are looking for the successful candidate to work 20 hours per week, over 5 days (Mon-Fri), with flexibility in when those hours are worked. Excellent organisational skills will be essential for what will be a fast paced, but highly rewarding role.

    This is an excellent opportunity for somebody seeking to develop a career in project management.
