Full Job Description

The Safety & Compliance Manager is a key management role with primary responsibilities within the aircraft maintenance department. Initially holding the UK CAA and EASA Nominated Person (Form 4 Holder) role for Quality, then following the successful implementation of Safety Management Systems (SMS) into WASL Part-145 approvals, will hold Nominated Person roles for Safety Manager (SM) and Compliance Monitoring Manager (CMM). The role has wider responsibilities with developing and implementing an effective Integrated Management System (IMS) across other WASL functional areas such as aircraft recycling, fixed base operations and ground handling.
Responsibilities:
UK & EASA Part-145 Nominated Person - Quality (and CMM in future) with key responsibilities for:
+ Ensuring that WASL activities are monitored for compliance with the applicable requirements and any additional requirements as established by WASL, and that these activities are carried out properly under the supervision of the nominated persons.
+ Ensuring that any maintenance contracted to another maintenance organisation is monitored for compliance with the contract or work order.
+ Establishing an independent audit system to monitor compliance of WASL with UK CAA & EASA requirements, and that an audit plan is properly implemented, maintained, and continually reviewed and improved.
+ Corrections and corrective actions are requested as necessary.
+ Establishing regular meetings with the Accountable Manager to appraise the effectiveness of the Compliance Monitoring.
+ Monitoring the amendment of WASL procedures and standard practices (MOE, including the associated procedure(s)) and their compliance with the current revision of Part-145 plus any other applicable regulatory requirement and guidance material issued by the UK CAA or EASA.
+ Submission of the MOE and any associated amendments, to the competent authority for approval.
+ Managing the approved supplier list assessing providers of materials, standard parts, components and contracted organisations for satisfactory product quality in relation to the needs of WASL.
+ Assessing subcontractors working under the Compliance Monitoring.
+ Issue /renewal/cancellation of UK CAA & EASA Part-145 Certifying Staff / Support Staff individual authorisations.
+ Acceptance on temporary or occasional cases base maintenance tasks (AD's, SB's) to be performed by a line maintenance organisation.
+ Notification to the competent authority, as applicable according to the procedures established in the MOE, of maintenance activities conducted outside the approved locations.
+ Establishing feedback from of audit findings into the recurrent training programme.
+ Establishing a programme of training and continuation training using internal & external resources, including the retention and management of staff training records.
Assist the Accountable Manager with development and implementation of the UK & EASA Part-145 SMS then hold Nominated Person - Safety Manager role with key responsibilities for the following:
+ Managing the safety reporting scheme and the occurrence reporting system, including initiation and follow-up of internal occurrence investigations.
+ Facilitate hazard identification, risk assessment and management.
+ Monitor the implementation of actions taken to mitigate risks, as listed in the safety action plan.
+ Provide periodic reports on safety performance to the safety review board.
+ Ensure the maintenance of safety management documentation.
+ Ensure that there is safety training available, and that it meets acceptable standards.
+ Provide advice on safety matters.
+ Establishing feedback from maintenance incidents/issues and feeding these back into the recurrent training programme.
+ Actively support and promote a positive safety learning culture through the reporting of occurrences and potential hazards and by adopting just culture, continuous improvement and human factors principles with their work.
Wider safety and compliance monitoring responsibilities including the following:
+ Assist with the development and implementation of an integrated management system for safety & compliance within all functional areas of WASL (e.g., aircraft recycling, fixed based operations and ground handling).
+ Perform any additional duties or tasks as directed by the Director of Engineering & Maintenance.

+ Effective leadership, management, collaboration and communication skills with the ability to influence others.
+ Ability to hold UK and EASA Part-145 Nominated Person (Form 4) roles for Safety Manager and Compliance Monitoring Manager.
+ Valid or previously held Part-66 Aircraft Maintenance Licence (AML) or Aeronautical Engineering Degree.
+ Minimum of 5-years' experience in an aircraft maintenance or continuing airworthiness control environment.
+ Technical knowledge representative of the products/types listed in WASL MOE (e.g., AML Type Ratings, General Familiarisation courses and/or related experience).
+ Comprehensive knowledge (training) and understanding of Part-145 and any associated regulatory requirements.
+ Comprehensive knowledge (training) and understanding of Maintenance Organisation Expositions (MOE), their development and revisions through liaison with Competent Authorities.
+ Formal evidence of training in quality systems / compliance monitoring and auditing skills & techniques.
+ Knowledge of maintenance standards.
+ Initial Human Factors (HF) training.
+ Fuel Tank Safety (FTS) training.
+ Electrical Wiring Interconnect System (EWIS) training.
+ Knowledge and understanding of ICAO, UK CAA and EASA standards / requirements on safety management.
+ Understanding of management systems, including compliance monitoring systems.
+ Understanding of risk management.
+ Understanding of safety investigation techniques and root cause methodologies.
+ Understanding and promotion of a positive safety culture.
+ Safety management experience.
+ Data management, analytical and problem-solving skills.
+ English Language proficiency (Written & Spoken).
