Full Job Description

1. The REED will work as part of a team to further Defence's national objectives at regional level by delivering a coherent employer engagement programme to support Defences' purposes, aiming to establish enduring relationships and positive support with both public and private sectors in the WMRFCA area. The principal output is to assist in creating the environment which will encourage employers to support Reservists from the three single Services to meet Defence Requirements. The REED is the RFCA's lead on/focal point for the delivery of the employer engagement outputs specified by Stakeholders and is responsible, through the Head of Engagement, for the region's compliance with the national Ministry of Defence (MoD) Directorate of Relationship Management (DRM) Business, Marketing and Communications Plans in line with Service Level Agreements (SLA) requirements. The tasks, responsibilities and qualities described below are common to the full time REED.

Tasks and Responsibilities

2. The REEDs' tasks and responsibilities are to:

a. Prepare, issue and deliver effective Employer Engagement (EE)/Employer Support (ES) with a contact and communication strategy in line with the DRM Business, Marketing and Communications Plan, the Brigade and any other relevant Single Service (sS) EE/ES Plan and the RFCA Management Plan within the allocated budgets.

b. Deliver EE against the Service Level Agreement with MoD (including measurable effects on regional key accounts) in accordance with direction from MoD and DRM on behalf of the Council of RFCAs.

c. Develop and maintain effective liaison with employers and employer organisations.

d. Raise awareness of matters relating to the employment of Reservists and Cadet Force Adult Volunteers, including the Reserve Forces 30 programme of objectives, throughout the region and wider civilian community.

e. Move employers up the Defence Ladder of Support and onto the National Employer Recognition Scheme in order to identify suitably qualified employers for awards and to play a pivotal role in advising the Regional Employer Engagement Board (REEB) on the nominations. As part of a team, deliver a consistently branded Silver Defence Employer Recognition Scheme award event on an annual basis.

f. Promote and encourage Armed Forces Covenant signatories in liaison with DRM Account Managers, the Regional Employer Engagement Group (REEG) and the REEB using the new AFC brand.

g. Assist the single service Chains of Command to establish and maintain partnering arrangements with employers and de-conflict with each other.

h. Educate employers on the operational requirements of mobilisation, demobilisation and contingency operations.

i. Advise local units where required to seek and gain support of all known employers of Reservists in order to assist the single Services to deliver usable Reserve Forces (employer support).

j. Produce periodic reports on progress as required, keeping the REEB and REEG informed of progress.

k. Maintain and validate the Salesforce database of Reservists and employer contacts in accordance with direction from DRM and increase and nurture new contacts and, identify potential new REEB/REEG members as/when required.

l. Maintain an effective liaison with DRM, including attendance at the workshops in order to understand Defence intent and share best practice.

m. As an SME, liaise with, and provide support to the Chains of Command on all employer engagement matters, including EE training, casework, transition and Op FORTIFY support to recruiting by working/liaison with:

(i) RF&C Ops Sp Pol Staff.

(ii) REEB.

(iii) REEG.

(iv) Regional EE Team (REET), units and sub-units including PRUs.

(v) CTP, DWP, RFEA, DCP, PfT, NEETs, Colleges, Schools.

(vi) Chambers of Commerce, IOD, FSB etc.

(vii) Service Recruiting and Presentation/Engagement Teams.

(viii) Regional Transition Working Group

n. Identify potential Reservist/employer stories and case studies for media disclosure, in association with the RFCA's PR/Comms team, 11 Sig & WM Bde and DRM.

o. As part of a team, organise and manage events and briefings and when required speak and present to small and large audiences of employer and industry related organisations.

Regional and other Specific Additional Tasks

3. Be prepared to undertake other tasks as directed by Head Engagement (appropriate for the grade).

Budget

4. The REED is to manage the regional EE budget within annual limits, as agreed with the Chief Executive and in line with the guidance from the DRM Business Plan and the 11 Sig & WM Bde EE/ES Plan.

a. Management and organisational experience, in either the public or private sectors.

b. Proven ability to plan and then deliver against a defin3ed strategy.

c. Proven ability to build and sustain relationships with stakeholders.

d. Excellent oral and written communication, interpersonal and presentational skills.

e. Strong IT skills, particularly Microsoft Word and Excel; and practical experience of managing and operating a database.

f. Valid driving license.

g. Account and/or sales management experience.

  • a. Understanding of the Reserve / Regular / Cadet military environment.

    b. Understanding of HR / employment.

    c. Understanding of employers CSR policies.

    d. Experience of the commercial environment.

    e. Experience of event planning and management.

    f. Budget management.

    g. Understanding of CRM Database (Salesforce preferred).,

    9. The Head of Engagement will be the first Reporting Officer. The RFCA Chief Executive will be the Countersigning Officer.


  • Appraisal Responsibilities

    10. The REED is the first Reporting Officer for the Employer Support Admin Support

    Officer.

    11. Whilst there may be temporary situations where one REED acts primus inter pares for other REEDs, long term appraisal responsibility will sit with Head of Engagement.

    Health and Safety Responsibilities

    12.The REED is to comply with the SHEF responsibilities of the RFCA.
