Full Job Description

The Proposal Manager is a key role in the Alstom UK & Ireland Digital and Integrated systems (D&IS) business. The D&IS business unit is a market leader in the UK and Irish markets and with continued commitment to investment represents a robust market with strong long-term growth prospects. This role has been created to strengthen capability within the Business Development & Tendering Departments as the business continues to grow. The Proposal Manager is a creative role that is critical to the success and future growth of the business and is a key to producing high quality, differentiated and competitive tenders., The Proposal Manager will be responsible for managing the production of high scoring proposals and supporting marketing literature, with success being measured on the creation of excellent documents and ultimately the submission of winning bids.

Day to day, the Proposal Manager will work as part of the core bid team working closely with the-:

  • Tender Lead to develop the winning strategy and ensure it is embedded in the proposal, ensuring the clients hot buttons are addressed and win themes are clear throughout.

  • Bid Manager to ensure responses are developed in line with the wider bid programme and budget and to manage competing demands within the bid.

  • Subject matter experts to produce clear and engaging content. The Proposal Manager should have the ability to decipher information and distil key messages alongside the subject matter experts.

  • Graphic designers to establish good quality, creative and meaningful graphics throughout the proposal.

  • Pre tender, the Proposal Manager will support the Tender Lead in competitor analysis and strategy sessions with key stakeholders from across the business, bringing to these sessions analysis and best practice from previous bids.


  • During the tender phase, the Proposal Manager will be responsible for applying and effectively managing the proposal review process through key milestones including:-
  • Kick off -> Answer Plan -> Answer Plan Review (pink) -> Response Review (red) -> Final Review (gold) to ensure consistent, clear and engaging documents are produced, which are aligned to the customer evaluation criteria and the winning strategy. They will identify, secure and manage authors, contributors and reviewers throughout the process. They will work in close collaboration with the Bid Manager to ensure consistency across the bid.


  • The Proposal Manager will actively participate in lessons learned sessions to recognise best practice and where improvements can be made. They will ensure lessons are shared and implemented as they move from bid to bid.

    The Proposal Manager will also maintain the BD&T team's reference library including:-
  • Production of marketing materials, case studies and award submissions

  • Analysis of previous bids

  • Up to date templates and graphics

  • Creation of best practice examples

  • Candidate Requirements

    Essential
  • Educational - Bachelor's degree or higher in English, Communication or Business related discipline.

  • Proven ability to plan, produce and deliver winning proposals

  • Experience of working in high-pressure environment and meeting deadlines whilst managing multiple responses at the same time.

  • Experience in leading the review process as described above (or similar) including:

  • Scheduling and running proposal kick off meeting with authors, contributors and reviewers.

  • Leading answer plan sessions - providing challenge and driving relevant and engaging content to be developed and well structured.

  • Facilitating review meetings and effectively providing feedback to authors.


  • Experience in stakeholder management with the ability to:
  • Clearly and effectively articulate requirements and winning strategy to authors, contributors and reviewers

  • Efficiently and accurately report on progress to wider bid team and senior management.

  • Ability to work across different disciplines, bringing them together to create and review content.

  • Ability to produce case studies and gather additional evidence that supports bid and award submissions.

  • APMP/Shipley certification or similar (or studying towards)
