About Development Procurement
The Development Procurement Team reports directly to the Chief Development Officer. The Development Function is responsible for project delivery following site acquisition to hand-off to Operations. This includes: new site development, design and construction.
The Development Procurement Team is responsible for all Development Procurement categories, except for OFCI which is managed by a separate global team. The main categories for Development Procurement are General Contractors and Consultancy / Advisory services (i.e. design, construction management, project management, permitting support, etc.).
The Development Procurement Team is in process of transitioning from a category driven structure to a regional procurement pod structure, providing dedicated procurement support to (i) Mainland Europe; and (ii) UK, Ireland & South Africa., With seven active campuses and additional planned expansion Vantage is looking for a talented Manager to drive process efficiency, simplification, standardisation and continuous improvement across supply chain related activities. Reporting to the VP of Development Procurement, the Manager will be an important part of the team to successfully improve the way we operate and enable data driven decision making.
As an Analyst you will work closely with the EMEA Consultancies procurement team, stakeholders and suppliers alike. You will assess and understand the business need/requirements and provide data to develop effective procurement strategies that deliver on time, within budget and to a high quality. You will improve ways of working, and maintain strong knowledge of the local suppliers. You will develop and deliver techniques for effectiveness analysis of supplier performance to drive key supplier/contract award decisions.
Essential Job Functions

  • Develop strong relationships with key stakeholders across VDC to establish project procurement requirements and develop effective procurement strategies and timeline for consultancy contracts to enable project success

  • Lead the development of strong partnership relationships with key strategic suppliers, developing/negotiating partnering framework agreements ensuring that value and exceptional service is incentivised and monitored

  • Develop category strategies for key consultancy spend areas, developing sourcing approaches for category spend areas by region

  • Provide valuable data and insight related to existing supplier spend, supply market analysis, supplier overviews and capabilities across key geographical areas, commercial data etc.

  • Develop a robust overview of supplier (existing and potential) capabilities by region and category in order to provide advice, guidance and support to key business stakeholders

  • Lead and manage procurement activities for key project consultancy spend areas, guiding on the optimal sourcing approach, balancing best practice and business imperatives, leading on the supplier negotiations and agreements

  • Manage the end-to-end procurement process including supplier evaluation, onboarding, tendering, contract award and finalisation of all contractual agreements required to support the delivery of the contracts in accordance with the appropriate VDC Legal frameworks and entities

  • Ensure effective management of contracts to key stakeholders including any reporting/contract monitoring requirements and management of key deliverables


  • Duties
  • Implement best practices in procurement and supplier management to support commercial and operational objectives

  • Timely and accurate production of contractual agreements to ensure contractual requirements arrangements are clearly defined, supported by contract documentation

  • Establish, develop, and maintain effective working relationships with all key stakeholders, internal and externally, including but not limited to colleagues, peers, suppliers and clients

  • Develop and manage a programme of stakeholder management activities, both internal and external, to ensure the delivery of key contracts in line with contractual deliverables and agreed expectations. Review meetings should assess risk, review future strategies, and identify potential cost down and improvement opportunities

  • Establish a partnering approach with key suppliers, developing engagement and contractual methodologies to support the partnering approach

  • Establish MI reporting requirements and protocols in order to provide an overview of delivery performance on key contracts, successes and development opportunities

  • Work with the wider Development and OFCI Procurement Teams to share lessons learned and establish best practice across the Procurement team

    Preferably Bachelor of Science degree in supply chain management, logistics, business administration or equivalent

  • 3+ years of relevant procurement and supply chain experience in complex supply chain organisations

  • Experience of negotiating and managing end-to-end procurements from requirements definition through to contract award

  • Excellent inter-personal and communication skills with exceptional stakeholder management experience and capabilities

  • Strong data analytic skills required to lead evaluations and lead on contractual negotiations. Proficiency with MS Excel, cloud based financial systems, powerpoint, etc.

  • Excellent planning and organisation skills with the ability to manage conflicting priorities and meet tight deadlines

  • Ability to effectively assess and present complex data to drive informed decision making

  • Excellent problem solving skills with the ability to assess, evaluate and understand the issues and establish potential solutions

  • Assertive and confident and able to quickly build a high level of personal and professional credibility within the business and supplier base, demonstrating strong commercial and financial acumen
