Full Job Description

The Medical / independent prescriber is animportant role within the service, providing some leadership, coordination, anddelivery of the prescribing and clinical elements within this integratedsubstance use service.

You will be a registered doctor (SpecialityDoctor / independent prescriber) and will have experience in providing supportto ensure that we are consistently offering a high quality, clinicallyexcellent, recovery-focused service to people with problematic substance use.

The doctor in this role should be registeredwith the General Medical Council (GMC) with a licence to practice and in goodstanding.

It is not essential for the doctor to have a membership of the Royal Collegeof Psychiatrist for this role. The independent prescriber needs to beregistered with their relevant regulatory (NMC or GPhC).

Main duties of the job

You will provide clinical support to the Via CWACservice staff, and clinical supervision to healthcare staff within the service.

You will also provide clinical link and support to GPs and pharmacies involvedin the provision of treatment services to people who use substances within CWAC.

You will be an active part of the localmanagement team and contribute to the overall performance of the service toensure that contractual output targets are achieved.

This role is alsosupported by Vias central clinical department, for example to receive clinicalsupervision., Providehigh quality service delivery to people who use substances / their significantothers.

Contributeto the overall performance of designated service(s) to ensure that contractualoutput targets and high clinical standards are achieved.

Providesafe, effective and evidence-based clinical (including prescribed)interventions within the designated service(s) / partnership agencies as requiredby service configuration.

Key duties and activities of the role

Workas a registered health care professional (prescriber), in designatedservice(s).

Deliverhealth and wellbeing interventions for designated service(s).

Assistin the development of systems, pathways and documents that promote holisticdelivery of services ( criminal justice, blood borne viruses).

Provideclinical (including prescribing) interventions associated with the designatedservice(s), ensuring that they are in line with all relevant legislation, bestpractice guidance, professional and CQC standards and organisational documents.

Ensureappropriate clinical management of people who use the designated service(s).

Encouragepeople using services to access education and employment services and holistichealth, wellbeing, harm reduction and recovery support activities.

Contributeto ensuring effective use of clinical resources (including staffing,consideration of financial and contractual issues) for the designatedservice(s).

Promoteand support organisational interface, for example with commissioners,suppliers, primary and secondary care services (including public health,wholesalers, community pharmacy / GPs and hospitals respectively).

Assistimplementation of (medicines / drug / devices / infection control etc) alertresponses in collaboration with the Clinical Department.

Beinvolved in relevant audits, ongoing monitoring and implementation ofassociated recommendations / action plans.

Contributeto the collation and use of clinical data and have involvement in subsequentimprovements required, relating to quality / performance indicators.

Contributeto the reporting, investigating and resolution of incidents, complaints anddisciplinary matters to reduce the risk of recurrence.

Providecompetency assessment and training of staff / students / volunteers, identify andsupport development needs of others and support colleagues to develop in theirroles to deliver excellent services.

Undertakecontinuing professional development to maintain confidence and competence, tomeet organisational and professional regulator revalidation requirements.

Workin line with all relevant legislation, best practice guidance, professional andCQC standards and organisational documents.

Provideadvice and guidance on clinical (including prescribing) issues to staff workingin the designated service(s), as well as other colleagues and partner agencies.

Workalongside management and their direct reports to support a one team approach.

Whererelevant, provide clinical / line management supervision for other staff andsupport facilitation of relevant meetings / training events.

Essential

  • Healthcare professional registered with NMC / HCPC / GPhC.

  • Qualified prescriber, able to prescribe independently (including controlled drugs for the management of substance use).


  • Desirable
  • Relevant post-graduate qualifications / completion of relevant recognised qualifications RCGP Drugs Part 1 / 2 Certificates, CMHP Credentialed (as appropriate).

  • Professional affiliation RCN / RPS / CMHP / Addiction Professionals (as appropriate)


  • Experience

    Essential
  • Sound and demonstrable knowledge of clinical / prescribing issues relating to problematic substance use, including appropriate recovery, harm reduction and health promotion interventions.

  • Solution-focused, with an inclusive and innovative approach to service development.

  • Demonstrable ability to deliver an excellent quality level of service to vulnerable people with complex needs. This includes the ability to complete assessments, care and support plans, risk assessments and to complete case recording to a high standard and in a timely way.

  • Good IT skills including use of Microsoft Office programs and digital meeting platforms and Case Management Systems such as Nebula.

  • A demonstrable understanding of the Health and Social Care regulatory requirements including the CQC, NICE and any other relevant bodies.

  • A demonstrable commitment to working in partnership with other professionals such as criminal justice agencies, primary care, secondary care, commissioners, community groups and other stakeholders to achieve good outcomes for people who use our services.

  • The ability to work calmly under pressure, ensuring that deadlines are met, and ensure all information is recorded in a timely manner.

  • The ability to communicate effectively, both verbally and in writing, in different settings (, written, spoken, presented, etc) and to different groups of people.

  • Great team working, communication, interpersonal skills and cooperative approach to supporting colleagues and the whole team to deliver organisational objectives, as well as in working directly with people who use our services and their significant others.

  • Experience of providing clinical services for people who use substances.

  • Experience of contributing to audits, performance indicators, incident and complaints management processes and education / learning / professional development.

  • Experience of providing clinical supervision, line management and appraisals.

    Via CWAC is a fully integrated adultsubstance misuse service, providing clinical and psychosocial interventions acrossthree treatment hubs located at Chester, Ellesmere Port and Northwich.


  • This service is an established CommunityIntegrated service that is well performing and highly functioning. It is CQCregistered to provide a range of clinical interventions including blood bornevirus and other holistic health interventions, opioid substitute treatment, andcommunity detoxification, alongside a comprehensive psychosocial, harmreduction and recovery focused model.

    The team actively supports individuals thatare directly and indirectly affected by substance use, working with the localcommunity to improve the health, wellbeing and functioning of CWAC residents,irrespective of circumstance.

    We have an exciting Medical / Independent prescribing role for a suitablyexperienced prescriber to help us to providespecialist, tailored support, for some of the most vulnerable people within ourcommunity.

    This role will allow you to play a key role in developing thespecialist substance use clinical treatment offer in CWAC and become anintegral part of the local team.
