Full Job Description

HPFT has several specialist services that are contracted through the East of England Provider Collaborative. This Head of Service role will to oversee and manage the services that fit within this portfolio.,

  • To manage the service lines for specialist services including all inpatient and community services and pathways for perinatal services, adult eating disorder local and regional services, OCD services and the provider collaborative Patient Flow Hub.

  • Lead the development of the clinical and service strategies and service line annual business plan for the service line.

  • Ensure patient safety and service quality excellence within these services.

  • Deliver agreed performance targets within the service line.

  • Support the Trust's strategy to continuously develop service line management teams' capabilities.

  • Work with corporate colleagues to secure the management information requirements necessary for the effective management of the service line.


  • Working for our organisation

    We provide mental health and social care services - including Adults of Working Age, Older Adults, Children and Adolescents and Specialist Learning Disabilities services.

    The Trust works in close partnership with Hertfordshire County Council and also with other NHS organisations to promote and support mental health in the community. We also provide specialist learning disability services in Norfolk and North Essex.

    The Trust provides:
  • Community Services including local teams for mental health

  • Acute and Rehabilitation Services including inpatient services and crisis team

  • Specialist Services such as mental health services for older people, eating disorders, and our mother and baby unit

  • Learning Disability and Forensic Services


  • Detailed job description and main responsibilities

    Lead and oversee the development and implementation of the specialist services strategy and annual business plan.

    Lead and oversee transformation plan and programmes across the services.

    Conduct horizon scanning for future business development opportunities.

    Ensure alignment of the Divisional strategy, Trust annual plan and Trust's overarching strategic direction.

    Lead on relationship management with key stakeholders, including TACT, commissioners and other statutory partners. Represent the Trust in dealing with Provider Collaborative business.

    Ensure patient safety and service quality excellence within the service.

    Monitor and evaluate performance against agreed KPI's and objectives, implementing corrective measures as necessary.

    Work in a multi-disciplinary way with professional leads and colleagues to lead and manage clinically safe and effective services.

    Oversee and sponsor initiatives for continuous improvement and benchmarking against best practices.

  • First degree/relevant qualification in clinical or social care.

  • Masters Degree or career experience equivalent.

  • Registration with relevant professional body, e.g. HPC, GSCC, GMC etc.


  • Desirable criteria

  • Additional qualifications in management, Significant health and/or social care experience at senior management level in any relevant discipline

  • Significant experience of clinical governance and quality assurance processes

  • Demonstrable experience of risk management, clinical audit, clinical effectiveness and information governance processes

  • Experience of project planning and service development


  • Desirable criteria

  • Experience as a service user and / or carer

  • Experience of research governance processes, Understanding of current government and health and social care strategy and policy in respect of integrated governance and quality standards

  • Specialist knowledge of mental health/learning disability quality and clinical governance processes

  • Good interpersonal and influencing skills.

  • Accomplished IT skills

  • Excellent communication and presentation skills

  • Accomplished report writing skills.

  • Accomplished negotiator

  • Understanding of the national public service modernisation agenda

  • Capacity for lateral thought

  • Change management skills.
