About the Team

HM Treasury's Group Finance Team comprises approximately 50 staff. It includes Strategic Finance, Financial Management, Financial Reporting, Finance Operations and Payroll, and Counter Fraud and Risk.


We are part of the wider Government Finance Function (GFF), which represents and supports the finance community across the civil service. GFF offers a range of developmental opportunities, resources, tools, and networks to support us in our roles.


The Strategic Finance team lead on the Department’s strategic financial planning, including Business Planning, the Budget, Spending Reviews, and the Estimates. The work involves taking a strategic and fresh look at everything HM Treasury does, from policy through to operations. It is therefore very varied and a great way to learn about the Department. It also involves working closely with colleagues across the Department and the wider HMT group. As a member of the HMT Group Finance team, you will be supporting on the departments own finances, rather than on wider government public spending control.


About the Job

In this role, you will:

·      Lead and co-ordinate the production of HMT’s Main and Supplementary Estimates and Vote on Account based on a sound understanding of the departments Departmental Expenditure Limit and Annually Managed Expenditure position, drafting associated memoranda and briefing Seniors and Ministers as required; working collaboratively with the Spending Team and colleagues across Finance and wider HMT.

·      Act as Finance Business Partner (FBP) to all AME budget holders within the HMT Group, reviewing forecasts, and preparing the monthly management accounts, tailored suitably to an Executive Management Board audience.

·      Provide specialist financial and budgetary advice, engage with experts, challenge and support HMT colleagues and the wider group to arrive at appropriate, affordable, and timely recommendations.

·      Contribute to the work of the wider Strategic Finance team by supporting with the spending review process and implementation of the agreed settlement through annual business planning, promoting efficiencies, and managing financial risks.

·      Understand the frameworks that govern public finances (e.g., Managing Public Money, Consolidated Budgeting Guidance) and ensure plans and proposals are compliant, assisting with the development of Accounting Officer advice for new schemes where necessary.

·      Oversee the HMT group cashflow forecasting and reporting, liaising with colleagues in Treasury Group Shared Services (AP/AR) and the Exchequer Funds and Accounts team as required.

·      Direct line management responsibility for the Estimates Accountant.


About You

You will have a CCAB (or equivalent) qualification; be able to communicate with others in a clear, honest and enthusiastic way in order to build trust, explaining complex issues in a way that is easy to understand interpret ; consider a wide range of complex financial and non-financial information, assess risk and draw conclusions to provide high quality advice and recommendations and actively build and maintain strong working relationships to achieve shared objectives.
