Chesser surgery is seeking for acommitted Finance Business Manager to join the Practice team at Carshalton. You'll bejoining a great team in a great place, where your commitment will be genuinelyvalued, your skills respected, and your ambition rewarded.

The post holder willbe responsible for all the finances of the Surgery, including performanceagainst budget and cash flow and ensuring that systems are in place to monitorincome and reach targets.

Previous management experience in a GP Practice orCommunity Health services is essential.

The Finance Business Manager is a key member ofthe senior management team reporting to and supported by the Managing Partners.

Under delegation from those Partners the postholder will take primeresponsibility for the financial affairs of the Chesser surgery and for thePractices role in administering the finances of Sutton PCNs.

The role is hours per week;however, the candidate will be required to work those hours necessary for theproper performance of their duties.

Main duties of the job

The Finance Business Manager is a key member ofthe senior management team reporting to and supported by the Managing Partners.

Under delegation from those Partners the postholder will take primeresponsibility for the financial affairs of the Chesser surgery and for thePractices role in administering the finances of Sutton PCNs.

In liaison with the Practicesaccountants, the postholder will ensure that the partnership and seniormanagement of the team are provided with prompt and accurate financialinformation including end of year accounts for the Practice, its limited company,and the primary care network of which it is a part.

The post-holder will beresponsible for producing and maintaining up to date management accounts forthe Practice and to monitor performance against financial targets set withinthe Practice strategy.

The postholder will also oversee Practice procurement,estates / facilities, IT / telephony, and overall business development., Managementof financial resources :

Responsibleto the partner(s) for the effective use of practice finances, working with theOperations manager, Practice accountant to plan effective budgetary control,ensuring cost efficiencies and maximisation of profitability.

Supportmanagement in strategic financial management for the Practice, ensuring itslong-term financial strength and viability, and making best use of itsresources;

advise the Partners and senior management on appropriate financial strategiesand governance. Attend meetings as required.

Workin close liaison with the Practices accountants to optimise the relationshipand the availability of financial information to inform the running of the Practice;

maintain contact with the Practice bankers, administering & utilising thesystem of (mainly electronic) payments.

Managefinances so that all income is accounted for, payments are made only forauthorised expenditure, assets are safeguarded, liabilities are discharged in atimely manner.

Assist management in ensuring that the Practices systems andprocedures secure financial probity and support good governance.

Producesuch management forecasts and information promptly and accurately, for theeffective monitoring and control of the cash-flow and finances of the Practice;

ensure the timely and accurate provision of financial reports, includingmanagement, annual, and (where applicable) project accounts and such returns asmay be required for statutory or regulatory purposes.

Assist in refining anddeveloping relevant management information systems.

Inliaison with senior management and Practice accountants, ensure that the taxaffairs of the organisation are kept in exemplary order (including VATreturns), optimising tax efficiency and ensuring that all HMRC returns andrequirements are made and met;

the postholder will be the main point of contactin the event of HMRC inspection.

Ensurethat sums received and disbursed on behalf of (or between members of) the PCNare correctly, expeditiously, and transparently administered and recorded;

assist senior management in presenting to network Executive in this regard.Liaise with accountants to ensure prompt and accurate PCN accounts.

Assistthe senior management team to appraise business opportunities and in thepreparation of any bids to deliver services to ensure their financialviability.

Workclosely with Managing Partners to identify, create, and implement innovativebusiness and financial models.

Procurement

Working closely with senior management :

Haveoversight of all purchasing of goods and services and maintenance of allequipment and materials within the Practice, ensuring adherence to Practicepolicies and value for money;

assisting to refine and develop Practice policiesand procedures to that end.

Ensurepurchase systems accord with budgets set.

Ensurecontract renewals and appraisals of alternative options are managed in a timelyand cost effective manner.

Estates, IT& Telephony

Workingclosely with senior management :

Assumeexecutive responsibility for facilities management and health and safety at theSurgery in line with relevant legislation.

Ensure practice premises andequipment therein are safe, secure, robust, and well maintained.

Ensurebusiness continuity systems and procedures are kept up-to-date and areappropriate for the practices needs.

Ensurethat practice facilities and equipment are appropriately maintained,calibrated, serviced, and optimised in terms of functionality and availability.

Ensure that all appropriate insurances are in place for and that competitivequotes are obtained in the process of renewing these.

Maintainexcellent working relationships with primary care IT services and the Practicescloud-based telephony phone system provider enabling the practice to get thebest value and functionality possible.

Investigateand make recommendations regarding IT and telephone systems when required.

EnsureIT and phone systems are safe, secure, and robust and that appropriatemonitoring systems are maintained.

Ensurethat systems generally secure the confidentiality of communications andprotection of patient and Practice data.

Line Management

TheFinance and Business Manager will line manage the Business Admin support staffwithin the Practice, providing supportive leadership and direction.

Responsible for all bookkeeping,setting up of payments, petty cash, ordering of consumables and equipment.

Responsible for first line reportingand management of IT, telephony, and facilities issues

Responsible for providing in-housecourier service and basic maintenance and health & safety relatedactivities.

  • Good standard of education with excellent literacy and numeracy skills and or

  • Accountancy qualification, CIMA, ACCA, or equiv.

  • Evidence of continuous personal and professional development

    Educated to degree level in healthcare or business

    Experience

    Essential
  • Minimum 3 years' experience in a senior management position.

  • Experience of financial management including budget and forecasting, payroll, and development.

  • Previous business management of systems, such as estates, IT and health and safety.

    Chesser surgery is part of SuttonPrimary Care Networks which consist of 22 GP Practices within Sutton Borough. Thereare currently 4 Primary Care Networks (PCNs);


  • Carshalton, Cheam & SouthSutton, Central Sutton, and Wallington PCN; each serving a population ofapproximately 50,000 patients.

    PCNs forma key building block of the NHS long-term plan. Bringing general practicestogether to work at scale has been a policy priority for some years for a rangeof reasons, including improving the ability of practices to recruit and retainstaff;

    to manage financial and estates pressures; to provide a wider range ofservices to patients and to integrate with the wider health and care systemmore easily.
