Full Job Description

Referencing and Vetting delivers essential services for the MPS. It is comprised of four departments:

  • Character Enquiry Centre (CEC): CEC manages local police checks with the Disclosure and Barring Service (DBS) to inform disclosure and barring decisions for those who are likely to work in positions of authority or safeguarding children and vulnerable adults.

  • Police National Computer Bureau: PNC Bureau updates and maintains the information on the PNC.

  • Vetting Unit: The Vetting Unit carries out checks on all individuals joining the MPS to assess suitability to work in policing and identify areas of vulnerability which could damage public confidence.

  • Business Support & Development: Delivers a wide range of services across all R&V Units such as analytics, training, insight & governance, process and communication & engagement., Delivery of change projects and initiatives across R&V and act intelligent client.

  • Lead and work with multi-disciplinary teams on the design and implementation of business change process

  • Collaborate with operational teams and others to design new operational processes and ways of working.

  • Describe the purpose and intended outcomes for projects to a wide variety of stakeholders ensuring that key messages are understood and recognised.

  • Work with operational leaders to develop business cases, articulate benefits and establish plans for their realisation.

  • Act as a change leader across R&V, driving awareness and understanding of change management approaches and tools at all levels, embedding good change management practice.

  • Identify, manage and resolve delivery risks, tracking and managing costs and benefits, providing reports as required.

  • Responsible of risk management across R&V, including holding departments to account

  • Responsible for robust schemes of assurance in R&V, including developing and responding to external reviews, audits, and commissions relating to issues of corporate governance.

  • Active membership of the R&V SLT as a whole, and line management of staff as needed.

    Experience of working as a senior manager and part of a wider leadership team within a complex business environment.

  • Experience of delivering complex projects at pace or leading significant change initiatives

  • Experience of designing and implementing new operating models, business designs and operational ways of working in line with the principles of operational excellence.

  • Experience of leading business change activity and/or benefits realisation

  • Experience of risk management or assurance/compliance regimes

  • Experience of influencing, negotiating with, and providing challenge to stakeholders

  • Experience of coaching, mentoring and working with others to develop and build capability.

  • Knowledge
  • Applying Systems thinking concepts and understanding of process improvement tools and techniques, e.g, Signavio, Lean. Value Streams Analysis (VSA), Rapid Improvement Events (RIE), 2P/3P, Kaizen, would be desirable., Recognised qualifications in project/programme management would be desirable - or must possess significant equivalent experience.
