Full Job Description

This is a Director level role within Procurement where the role holder will assist the Managing Director, of Procurement Business Units in driving Procurement services across all lines of business in the Barclays BUK space. The role holder will ensure the relationship between Procurement and Barclays UK ( BUK) stakeholder community is effectively managed and fully optimised.

The role holder will have accountability for significant aspects of the Procurement agenda within the business unit and cover c. £1b in spend, and shall be responsible for ensuring delivery of services across all the Procurement domains. The role holder shall also be accountable for significant, cross BU/Function, global initiatives as they relate to 3rd party spend. This role will interact with the local and regional leadership teams, and will be required to represent the Procurement function in the BUK Business.

The Role Holder shall be accountable for:

  • Leveraging relationships with senior stakeholders across Barclays UK business in both the front and back office of the business


  • Operating as a 'trusted business advisor' representing Procurement


  • Ensuring that BU/Function and Procurement strategies are aligned, and act as key interface to all Procurement domains


  • Representing the Managing Director, Head of Procurement /their BU/Function at relevant Procurement and BU/Function forums (including Deal Review Boards, SSR, Cost/Spend Board Briefings, and Supplier Risk Forums)


  • Inputting into/obtaining relevant commercial information from the strategic planning process and Change/SI Portfolio to feed into Category Plans/Procurement agenda


  • Leveraging relationships in their BU/Function to help obtain input and buy in to Category Plans and initiatives


  • Working with Sourcing and Supplier Management domains to drive Supply Base Optimisation, seeking to align services under group wide agreements (where the TCO makes this viable)


  • Working with EME stakeholders (business and functions) to establish demand road-map, which can be translated into resource requirements for the Sourcing execution functions.


  • Assisting with late engagement, PSL compliance, and demand challenge within their BU/Function


  • Supporting the Sourcing execution with the development of a project pipelines across all lines of business in the Barclays Corporate & Investment Banking portfolio


  • Reviewing the quality, commercial impact, risk profile and operational impact of deals


  • Key Accountabilities

    Stakeholder Management and Leadership
  • Ensuring self and Procurement Business Partner Team exhibit world class relationship management with senior stakeholders within the BUK Line of Business for both the COO and Front office


  • The Client Business Partner is seen as a 'trusted business advisor' who clearly understands their BU/Functions priorities and strategic agenda; and


  • Procurement to ensure delivery against their BU/Function and Procurement strategic agendas (and ensuring alignment of both)


  • Leveraging relationships with senior stakeholders by :


  • o Obtaining buy in to Procurement agenda/strategy

    o Communicating plans and strategy to different audiences as required

    o Must work very closely with TC leads and Front Office business to drive plans that generate commercial value and execute against business strategy

    Risk and Control Objective
  • Take ownership for managing risk and strengthening controls in relation to the work you do


  • Monitoring and reviewing the level of residual risk across the BU/Function and assisting in the completion of quarterly attestations to Group KRO on control environment


  • Working with business unit COO's and front office organization to ensure Sourcing and Supplier Management standard is upheld when contracting with external third-parties


  • Working with country COO teams to support in the delivery of local regulatory requirements, communicating to clients and procurement respectively


  • Working with Supplier Relationship Management (SRM) teams to ensure delivery against the SRM agenda for the BUK Business


  • Person Specifications:
  • Strong Interpersonal skills

    Excellent networking and stakeholder management skills to Senior Executive levels

  • Exceptional communication, relationship building, influencing and interpersonal skills

  • Strategy development and implementation experience

  • Multi-category procurement experience in order to add value across a range of stakeholders

  • Must have proven experience / knowledge of managing Outsourced 3rd party relationships

  • Knowledge / experience in executing agreements in local markets and where services sit under a GFA/MSA under foreign legal entities.

  • Relevant supply market and business knowledge pertinent to 3rd party Outsourcing services (and related regulatory requirements in the space)

  • Detailed knowledge of appropriate commercial models and approaches/techniques necessary to act as a trusted business advisor

  • Ability to assist in the development of innovative Procurement strategies to maximise value-add for their BU/Function

  • A sound understanding of the principles and application of supplier risk management


  • Desired Skills:
  • Working knowledge of local country conditions / regulatory requirements pertaining to Managed 3rd party and Internal Services across Europe


  • Sound knowledge of Bank financial approval processes including business case preparation, deal memos and presentation to the relevant governance board and management committees and all relevant intermediary steering groups


  • Categorical Procurement Knowledge in the HR, Marketing, Professional Services, and Technology areas of spend


  • Well-developed financial/business planning and management skills, appropriate for understanding and managing high value and strategically important benefits


  • Proven, strong and energetic leadership
