Full Job Description

We are looking for a senior payroll leader, with NHS front end payroll experience to lead our payroll and employee services function at Lancashire Teaching Hospitals. The role will develop in future to lead on our ICS wide/system payroll and employee services provision for One LSC. We currently operate a commercial model and provide a high quality, client-driven transactional HR and ESR Payroll Service to our Trust and other external client organisations.
The role will give you the opportunity to innovate and give your ideas on the strategic direction of our service, focusing on improving quality of service and exploring efficiencies for all our ICS client Trusts., You will lead of management of all our contract agreements, service level agreements and procurement of new systems and technology, ensuring a quality service is provided to the Trust and client organisations., A driving licence is required for the role and access to a vehicle, as you will be required to visit all our client payroll sites across the region. While the post is based at Preston Business Centre, we are happy to discuss opportunities for some agile working.

If the role you've applied for requires a Disclosure and Barring Services (DBS) check we will administer this on your behalf and the cost will be recovered from your salary, either as a one-off payment, or over 3 months. The level of check required depends on the role that you have been offered. Currently the charges are - Basic DBS check £22, Standard DBS check £22 and Enhanced DBS check £42. You should be aware that if you are successful in obtaining a position that requires a DBS check but later withdraw your application, you may be required to reimburse the cost of the DBS check. In line with guidance from United Kingdom Health Security Agency, all staff and volunteers are required to comply with Trust Infection Prevention and Control processes in relation to safe working. This includes mask wearing and adherence to social distancing at all Trust sites.

You will hold an industry recognised qualification in payroll, equivalent to master's degree level. You will be able to evidence your experience in delivering, leading and manage multiple client front end service payrolls and projects. You will also have proven experience of tendering and contract management. We are looking for expert knowledge of NHS Payroll Conditions and Procedures, the NHS Pension Scheme, current statutory legislation, and knowledge of ESR functionality and developments.
