We are looking for an experienced and ambitious finance leader to join us as our Chief Financial Officer - Financial Analysis and Business Partnering. In this role, you will support the Director of Finance and Corporate Director for Resources, be responsible for the performance of the Financial Analysis and Business Partnering service and the delivery of strategic aims for the council., Working closely with Members and Corporate Management, you will be an active member of the Finance senior leadership team with collective responsibility for the managerial leadership of the function. Your key areas of focus will include:

  • Leading and developing the Financial Analysis and Business partnering function

  • Assisting the Director of Finance (S151 Officer) and as one of the Council's principal financial advisors

  • Ensuring the council financial practices are in line with statutory regulations and legislation, maintaining the highest standards of corporate governance and financial control

  • Analysis of the financial climate and market trends in creating strategic financial plans for the Council

  • Ensuring that financial and procurement framework is adhered to, and that the General Ledger Finance module is utilised effectively across the Council for financial planning and analysis activities

  • Balancing the Council's corporate interests with the local service needs ensuring compliance with all financial, statutory and constitutional requirements.

  • Assist the Deputy Director of finance through improved capital forecasting for the Council-wide capital programme.

  • Responsibility for the deployment of the appropriate resources in the support of major corporate and service projects and initiatives.

  • Agreeing and implementing GDPR transparency requirements, including Privacy Notice, Subject Access Requests and Data Protection Impact Assessments.

The ideal candidate will possess substantial experience in delivering financial services within a large, complex authority and the ability to work at scale. An adaptable, transparent approach is a must, and you will use your ability to influence and collaborate with council colleagues and partners to drive transformational change, develop the culture, deliver our aspirations, and achieve the aims for Buckinghamshire., As well as providing high quality services to other areas of the Council, you could also be helping us build on the revenue which comes from our external clients.
