Full Job Description

1. Lead OPDC's transport planning programme to facilitate the delivery of an exemplar and integrated transport network across Old Oak and Park Royal.
2. Lead the development of OPDC's transport planning policies including supporting the planning policy team through public consultation(s) and examinations in public .
3. Provide transport advice to the Development Management team on pre-application and submitted planning applications and identify appropriate mitigation.
4. Lead the procurement and management of consultants, as required, to prepare transport related strategies and modelling, projects and feasibility studies to support the delivery of the transport programme.
5. Work with OPDC's Delivery Directorate to support the delivery of transport projects and infrastructure.
6. Work with, and influence, delivery bodies (in particular TfL, HS2, the local authorities and Network Rail) to identify and secure improvements to the transport network across the Old Oak and Park Royal area, this will include projects related to; rail (including freight and operational rail), road, cycle, pedestrian and canal.
7. Engage with, and represent OPDC at senior level meetings with TfL, GLA, HS2, local authorities, landowners, developers, DfT, Network Rail and other transport bodies.
8. Maintain up-to-date awareness of legislative, technical and policy changes in transport planning and lead on responses to public consultation on transport policy matters.
9. Prepare and contribute to reports, briefings, presentations and answers to questions on transport issues for the Mayor, Mayoral advisors, OPDC's Board, OPDC's Planning Committee and senior management.

    This role is based at Brent Civic Centre (32 Engineers Way, Wembley, HA9 0FJ).

    You will have experience of transport planning and strategy formulation across a range of transport projects within a high-density urban context. You will need strong organisational skills and personal resilience to thrive in a busy and demanding environment.

    The role will report to the Head of Planning Policy in OPDC's Planning Directorate and will support OPDC in its role as local planning authority. This will include the production or project management of transport studies to inform planning policy including OPDC's Local Plan review and reviewing and commenting on planning applications. The role will also require you to work closely with OPDC's Delivery Directorate on range of strategic transport projects across Old Oak and Park Royal.

    You will have experience of working in a complex stakeholder environment. The role will require you to work closely with a range of transport stakeholders including local highways authorities, Transport for London, Department for Transport, Network Rail and High Speed 2 (HS2) Ltd so we are seeking a confident communicator, able to maintain and build strong relationships and build consensus across a range of parties., 1. Degree (or equivalent experience) in relevant discipline such as Transport, town planning and Engineering.
    2. Professional membership in a relevant discipline such as TPS, CIHT, CILT or RTPI.
    3. Demonstrable experience and success of working in, or with, public transport bodies and managing a complex transport programmes.
    4. Good understanding of key land use and transport planning challenges facing London and nationally and planning and transport legislation.
    5. Good understanding of development control issues, traffic modelling and transport assessment processes.
    6. Good record procuring and managing consultant teams to prepare transport related studies/strategies.
