Full Job Description

This Construction Manager (CM) role sits within the NRS Winfrith SGHWR project lead team working alongside the SPM, PM's, QA lead, ATOH (Independent Assessor) and external contractor senior management. The CM has direct line management over the SGHWR project safety and operational control teams.

The project is unique in the position of having NRS undertaking the CDM roles of Client and Principal Designer with an external Principal Contractor, whilst also undertaking the Principal Contractor on various packages of work.

The key purpose of the position is to ensure the project remains within all current regulatory and licensing requirements by ensuring the co-ordination of all work packages and maintaining oversight during the delivery phase.

Key Duties/Responsibilities/Accountabilities

  • Support the project delivery by carrying out independent reviews of all NRS self-performed activities. Ensure that monthly reporting against delivery, safety and compliance are provided to the SPM for monthly accountabilities.


  • Liaise with the Client and Principal Designer on CDM compliance when NRS are acting as Principal Contractor, ensuring that all construction work undertaken on site is properly planned, managed, and coordinated as per CDM requirements.

  • Develop a one plan approach to ensure that both internal and external delivery teams have access to a single plan to identify clashes or opportunities as part of the planning process.


  • Liaise with external Principal Contractor senior site management to ensure co-ordination of all works across the project. Also maintaining the appropriate level of oversight of their works via regular audits and inspections through the safety and operations control team.


  • Carry out daily and weekly discussions with work leads to ensure that all works across the project are co-ordinated to provide safe delivery during the construction phase across all working parties.


  • Continue to develop and improve the reporting structure of the project with regards to safety and delivery performance to internal and external stakeholders.


  • Update and manage the project Construction Phase Plan to recognise planned changes, changes within the team or project requirements.


  • Identify development and improvement opportunities for the direct reporting team members and across the delivery team.


  • Mediate across all work packages as and when required and ensure clear communications across the project team to ensure collaborative working


  • Ensure that appropriate level of pre-construction planning meetings are held for all work activities and support the NRS PM's during the tender approval process.


  • Ensure the appropriate levels on monitoring and reviews are carried out across all project activities to ensure compliance against best available techniques.


  • As and where required represent the project at key stakeholder meetings and support the wider Winfrith site activities.


  • Ensure compliance against the NRS work delivery and contractor management procedures and ensure oversight against external Principal Contractor management systems.


  • Ensure all incidents and accident reports are completed within the allotted timescales and all actions recorded and assigned.


  • Ensure that Health and Safety are seen as the principal drivers when it comes to planning and delivery of all on site activities

    Educated to HNC/D or equivalent in a relevant discipline, or an ability to show significant experience at a similar level.

  • NEBOSH Construction Certificate/SMSTS

  • Significant experience of managing Construction activities, preferably within a highly regulated industry

  • A thorough working knowledge of the CDM regulations and individual role requirements

    Nuclear Restoration Services Limited (NRS) is a wholly owned subsidiary of the Nuclear Decommissioning Authority (NDA). NRS is responsible for decommissioning first generation nuclear power stations Berkeley, Bradwell, Chapelcross, Dungeness A, Hinkley Point A, Hunterston A, Oldbury, Sizewell A, Trawsfynydd and Wylfa, and research sites Harwell and Winfrith. NRS is also responsible for electricity generation at hydroelectric plant Maentwrog. As a division of NRS, NRS Dounreay is responsible for the clean-up and demolition of the former centre of fast reactor research and development.

  • The equivalent of 25 days (185 hours per year) annual leave plus Public Holidays (59.2 hours per year). This increases by 2 days (14.8 hours per year) annual leave after two full calendar years of service (as at 5th January in the leave year) , and an additional 3 days (22.2 hours per year) annual leave after five full calendar years of service (as at 5th January in the leave year). You also have the option to buy or sell the equivalent of 5 days (37 hours) annual leave each year (available in specific windows for the following holiday year). For the purpose of assessing an employee's annual leave entitlement, a day means seven and two fifths (7.4) hours. A pro rata entitlement will apply for part time workers.
